A) Award the construction contract to FRC Inc., in the amount of $615,000, for the Meredith Pier Access improvements Project (21CP40024PK); authorize a contingency up to 10% of the contract amount, in the amount of $61,500; and delegate authority to the Director of Sonoma County Public Infrastructure (SPI) to execute a construction contract and any other related or required documents for said project, in form approved by County Counsel.
B) Adopt and approve the plans and specifications for the Meredith Pier Access Improvements Project.

Executive Summary:
Sonoma County Public Infrastructure (SPI) seeks Board approval to award a construction contract in the amount of $615,000, along with a 10% contingency of $61,500, for a total not-to-exceed amount of $676,500. If approved, the project will improve Meredith Pier by adding an Americans with Disabilities Act (ADA) compliant parking space, resurfacing the existing pier with decorative concrete, furnishings, and related site improvements. Upon completion, the pier will provide a free, publicly accessible viewing area overlooking Bodega Bay.
Discussion:
Background:
Meredith Pier is a County-owned waterfront property in Bodega Bay located partially on tidelands subject to a lease dating back more than 50 years. In 1943, the Meredith Fish Company acquired the property and constructed a fish-processing facility and pier. The processing plant was removed in the 1960s, but the site continued operating as a seafood-receiving facility until the 1990s. After the facility was abandoned, the property was condemned in 2004 because of structural, environmental, and public-safety concerns.
In October 2020, the County contracted with R.V. Stich Construction to demolish the deteriorated structures, leaving the existing concrete slab. The County now proposes to convert the site into a free, publicly accessible viewing area overlooking Bodega Bay.
In October 2024, the County retained Hammel, Green and Abrahamson, Inc. (HGA) to prepare permitting and construction documents for the Meredith Pier Access Improvements Project. The project includes an Americans with Disabilities Act (ADA)-compliant parking stall, resurfacing the existing concrete slab with decorative concrete, and installing a pedestrian guardrail, shade structure, site furnishings, signage, and a trash receptacle. The existing artwork will also be relocated.
The County submitted a permit application to Permit Sonoma in April 2025. At Permit Sonoma’s request, Brunsing Associates, Inc. completed a geotechnical investigation, and the resulting report was submitted in September 2025. Following coordination with Permit Sonoma and the California Coastal Commission, staff determined that the project required coastal development permits from both agencies. To avoid duplicative review, the County requested consolidation of the permits for processing by the Coastal Commission.
On July 14, 2026, the Board authorized consolidation of the County and Coastal Commission permit approvals into a single Coastal Development Permit process. The Coastal Commission is scheduled to consider the County’s project application in August 2026. Onsite construction will not begin until all remaining permits and approvals have been obtained.
Public Bid:
A notice inviting bids for the Meredith Pier project was issued on Thursday, April 9, 2026. A mandatory pre-bid conference and site visit was held on Tuesday, April 21, 2026, at 10:00 a.m. The bid opening was held on Thursday, May 21, 2026, at 2:00 p.m. Three bids were received by the submission deadline.
Evaluation of Proposals:
Three (3) bids were received. Of these, two (2) bids were deemed responsive:
• FRC Inc. - $615,000
• CWS Construction Group, Inc. - $655,000
In accordance with Public Contract Code Section 20128, the contract will be awarded to the lowest responsible bidder, FRC Inc.

Narrative Explanation of Fiscal Impacts:
Appropriations for this contract are available in the FY 2026-27 Meredith Pier Access Improvements Project (23006 / 40801500 / 54405). The adopted budget includes sufficient appropriations to fund the construction contract amount of $615,000, plus a 10% contingency of $61,500, for a total authorized amount not to exceed $676,500. This includes $325,000 reallocated from three previously completed Phase I and 2 ADA projects including Sonoma Veterans Memorial Building ADA Phases 1 and 2 ($110,403.91; 21CP40024DD), Sebastopol Veterans Memorial Building ADA Phases 1 and 2 ($149,012.10; 21CP40024DE), and Santa Rosa Veterans Memorial Building ADA Phases 1 and 2 ($65,583.99; 21CP40024DF).
