Executive Summary:

This request ratifies the Agreement for Marine Vessel Maintenance Services with Safe Boats International to provide marine vessel maintenance services through 12/31/2025, for a total amount not-to-exceed $138,715. If approved, this Agreement allows the Sheriff’s Office to utilize funds awarded by the Boating Safety and Enforcement Equipment (BSEE-24) Grant # C24L0615 from the California Department of Parks and Recreation, Division of Boating and Waterways (DBW). The Agreement contributes to the maintenance and safety of Sonoma County waterways provided by the Sheriff’s Office Marine Unit.

 

Discussion:

The California Department of Parks and Recreation, Division of Boating and Waterways (DBW) makes grants available through its Equipment Grant Program for local government agencies to purchase boating safety and law enforcement equipment. The Sonoma County Sheriff’s Office Marine Unit maintains primary law enforcement jurisdiction over Sonoma County’s waterways: Bodega Bay, coastal Pacific Ocean, Lake Sonoma, Russian River, Petaluma River/San Pablo Bay, and the Gualala River.

 

On October 22, 2024, the Board authorized the Sheriff to execute the California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement Equipment (BSEE-24) Grant Agreement #C24L0615, and related documents, in the amount of $138,715.

 

The Sheriff-Coroner is requesting ratification of the Marine Vessel Maintenance Services Agreement with Safe Boats International in the amount of $138,715 to fulfill obligations under the Boating Safety and Enforcement Equipment (BSEE-24) Grant # C24L0615 from the California Department of Parks and Recreation, Division of Boating and Waterways.

 

The BSEE-24 grant was written and approved for the purchase of two (2) Safe boat collars ($55,040) and two (2) sets of Safe boat windows and doors ($83,675). This equipment replaces failing equipment on the primary boats utilized by the Sonoma County Sheriff’s Marine Unit on Sonoma County waterways.

The Sheriff’s Office  researched vendors qualified to perform the equipment replacement and solicited multiple quotes. Safe Boats International was identified as the preferred vendor to complete the work and County Purchasing has approved a Single Source Waiver on the basis that the vendor is uniquely qualified as the original equipment manufacturer.

The vendor sources parts from a Canadian third-party vendor. The vendor faces pricing challenges due to the uncertain terms of Federal international trade and tariff policy. Therefore, the Sheriff’s Office executed an agreement to lock in pricing for the necessary vessel repairs. This item seeks ratification of the agreement. Contract expenses will be fully reimbursed by the grant award.

Narrative Explanation of Fiscal Impacts:

BSEE grant funds are typically added to the Sheriff’s Office Budget via a budget resolution because the grant award does not coincide with the regular budget cycle. BSEE-24 funds have been awarded and the Board authorized and appropriated the funds for FY 24-25 in the amount of $138,715.  Due to delays in procurement and contract negotiations, the work will not be completed in FY 24-25. The funding will be reallocated to FY 25-26 with a first quarter Consolidated Budget Adjustment.
