Authorize Sonoma County Water Agency’s General Manager to execute a cooperative funding agreement with City of Santa Rosa, in substantially the form as the draft presented to this Board, for construction of underground portions of the Santa Rosa Aqueduct Cathodic Protection Project on Sonoma Avenue through December 31, 2024, in the not-to-exceed amount of $89,000.

Executive Summary:

Sonoma County Water Agency (Sonoma Water) coordinated with City of Santa Rosa (City) to implement the underground portion of Sonoma Water’s Santa Rosa Aqueduct Cathodic Protection Project (Sonoma Water’s Project) along Sonoma Avenue in conjunction with City completing its Sonoma Avenue Pavement Rehabilitation Project (City’s Project).  The work was completed to avoid the need to trench and damage pavement given the remainder of Sonoma Water’s Project is scheduled to construct within one year.  Sonoma Water seeks to reimburse City for completing the underground components of Sonoma Water’s Project along Sonoma Avenue.

 

Discussion:

HISTORY OF ITEM/BACKGROUND

In March of 2024, City began construction of City’s Project in Santa Rosa on Sonoma Avenue between E Street and Bobelaine Drive.  This infrastructure project included grinding out sections of failed pavement along the 0.9-mile section of roadway, followed by a hot mixed asphalt overlay and American with Disabilities Act pedestrian ramps and crosswalk upgrades.

 

Sonoma Water is in the process of designing Sonoma Water’s Project to update the cathodic protection system that is currently installed on the Santa Rosa aqueduct with construction anticipated in Summer 2025.  This work involves construction of anode wells and rectifiers at cathodic protection stations and construction of test stations along the Santa Rosa aqueduct and includes installation of underground conduit and wiring to connect the aqueduct to rectifiers for cathodic protection.  Portions of Sonoma Water’s Project coincide with the portion of Sonoma Avenue being rehabilitated under City’s Project.

 

Per City’s Pavement Cut Moratorium, pavement cuts are prohibited on City-maintained roads that have been resurfaced any time within the previous five calendar years.  To maintain the implementation schedule of Sonoma Water’s Project while complying with the Pavement Cut Moratorium, Sonoma Water requested City coordinate a change order to incorporate Sonoma Water’s Project during the 2024 construction season and prior to completion of City’s Project. 

 

City has completed City’s Project and Sonoma Water’s Project.  Sonoma Water seeks to reimburse $89,000 to City for costs associated with Sonoma Water’s Project.

 

SERVICES PERFORMED

Under the agreement, City executed a change order to complete Sonoma Water’s Project as additional work under City’s Project, and constructed Sonoma Water’s Project in accordance with the change order.  The cost of services did not exceed $89,000.
