Executive Summary:
Section 21106 of the California Vehicle Code authorizes the Board to establish crosswalks between intersections by resolution. Establishing a midblock crosswalk on Aviation Boulevard (Road Number 89092C) between 420 and 421 Aviation Boulevard will provide a safe and convenient crossing for pedestrians and enhance access to the businesses, public agencies and recreational areas in the vicinity of the crossing. The Department of Transportation and Public Works (TPW) recommends the Board adopt a Resolution establishing a midblock crosswalk on Aviation Boulevard between 420 and 421 Aviation Boulevard and accepting midblock crossing improvements installed by Jackson Family Wines into the County’s road maintenance inventory.
Discussion:
In September 2016, Jackson Family Wines made a request through Permit Sonoma to install a midblock crosswalk on Aviation Boulevard in the vicinity of its company office buildings to allow for a safer crossing for Jackson employees, as well as other pedestrians who access the businesses, public agencies and recreational areas in the vicinity of the crossing.
After consultation with Permit Sonoma and TPW, a location for the crosswalk was chosen that would maximize benefit to the public. Jackson Family Wines submitted plans to install the necessary improvements to create a pedestrian activated crosswalk along with other roadway improvements related to the midblock crossing, including pavement markings and signage. The public improvement plans for the crosswalk were signed by the Director of Transportation and Public Works on July 18, 2017, and the improvements were completed under an encroachment permit (ENC17-0156, finalized on September 9, 2021).
TPW recommends that the Board establish the midblock crosswalk pursuant to California Vehicle Code Section 21106 and accept the improvements into the County road maintenance inventory.

Narrative Explanation of Fiscal Impacts:
Expenses associated with maintaining the pedestrian crosswalk are estimated at $2,000 annually, and were included in the FY 2020-21 recommended Road Maintenance budget (11051-34010102). Ongoing costs will be requested in future Roads Division annual budget requests. Road Maintenance utilizes multiple sources of funding for ongoing maintenance including; the State Highway Users Tax (HUTA), Senate Bill 1 Road Maintenance and Rehabilitation Program (SB1), contributions from Sonoma County’s General Fund, and allocations from Measure M.
