Executive Summary:
The Sonoma County Human Services Department (HSD), Adult & Aging Division was awarded a grant in the amount of $217,444 for a one-year period from January 1, 2022 to December 31, 2022 from the California Governor’s Office of Emergency Services (Cal OES) Victims of Crime Act (VOCA) XE. This Cal OES grant through the VOCA XE program funds an elder advocate and elder law attorney who provide victim advocacy, care coordination and legal assistance for elder and dependent adult victims of crime; Cal OES requires a Board Resolution to accept the funding.
Discussion:
The California Governor’s Office of Emergency Services (Cal OES) Victims of Crime Act (VOCA) XE helps at-risk individuals and families obtain safety and shelter.
The VOCA XE project is designed to support the goal of increasing access to services for elder and dependent adult victims of crime in Sonoma County by achieving the following objectives:
1. Providing case management, outreach, and advocacy to victims through on-site services of the Council on Aging and the Family Justice Center Sonoma County (FJCSC);
2. Providing legal services for victims through an on-site Legal Aid attorney and assistant;
3. Providing comprehensive health, housing, mental health and other services to victims through partners at the FJCSC and other referrals; and
4. Coordinating and leveraging existing community services for elders and dependent adults to improve and expand services to meet the needs of an expanding senior population.
The VOCA XE project strengthens the current fragile safety net of providers who serve this population with community-based services and supports, vital to seniors. It provides wrap-around support services for victims of elder and dependent adult abuse.
The Council on Aging Elder Advocate will support 102 victims of elder and dependent abuse through case management services over the course of this grant. The Elder Law Attorney from Legal Aid will provide safety-based legal services to program clients. Legal Aid will assist approximately 55 clients with elder abuse related issues over the course of the grant.

April 17, 2018: Board Approved New Human Services Funding for Housing and Case Management Services: Approved HSD to accept California Office of Emergency Services (Cal OES) Victims of Crime Act (VOCA) grant funding of $595,000 over a 2-year period to establish emergency shelter and emergency housing assistance resources and specialized services for elder abuse victims.
January 24, 2017: Board Authorized the Director of the Human Services Department to sign and execute agreements for Victims of Crime Act (VOCA) grant funds.

Narrative Explanation of Fiscal Impacts:
A total of $217,444 is funded by Cal OES for the 2022 calendar year. The current fiscal year 2021-2022 budget already anticipated and included appropriation for $108,722 in expenditures since 50% of total state funding was expected to arrive for the period January 1, 2022, through June 30, 2022. The remaining 50% will be spent in the subsequent fiscal year per the state’s calendar-year funding guidelines. The $108,722 remaining funds (i.e., 50% balance) for the six months starting July 1, 2022, through December 31, 2022 will be included in FY22-23 recommended budget.
