Executive Summary:
The Sonoma County Department of Public Infrastructure (SPI) is requesting Board approval of a second amendment to the design contract with TRC Engineers Inc. for replacement of Franz Valley School Road Bridge over Franz Creek. If approved, the second amendment will increase the total contract value by $63,111 in order to complete additional cultural resources studies after cultural resources were discovered at the proposed construction site.
Discussion:
The existing two-lane bridge on Franz Valley School Road over Franz Creek (Bridge Number 20C0326) has been found to be scour critical, requiring replacement. The Franz Valley School Road Bridge Replacement Project will include improvements to the roadway approaches and pertinent facilities. The new replacement bridge will comply with current roadway, drainage and bridge standards to accommodate the 100-year storm event with freeboard as specified by the County of Sonoma.
The project is receiving federal funds and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans.
The Board approved the original design contract with TRC Engineers Inc. on October 24, 2017. The Board approved a first amendment to add additional design services and extend the term of the contract on July 13, 2021.
During initial cultural resources investigations, human artifacts were discovered at the proposed construction site. Based on these findings, TRC Engineers Inc. and their subconsultants are required to provide cultural resource reports for National Environmental Policy Act (NEPA) clearance. Because NEPA clearance is required for project permitting, the Sonoma County Department of Public Infrastructure (SPI) is recommending that the Board approve a Second Amendment to complete the required reports. If approved, the Amendment would increase the contract value by $63,111, resulting in a not to exceed contract amount of $783,108 with a term ending December 31, 2027.

Narrative Explanation of Fiscal Impacts:
Appropriations for this work will be included in the FY 2023-2024 Roads Capital (11051-34040103) Requested budget. SPI has applied for reimbursement for these expenditures through the Federal Highway Bridge Program (HBP) but the application has not been approved. In the event the application is denied, the Department would use annual allocations from traditional Roads funding sources such as Highway User Tax Account (HUTA) or Road Maintenance and Rehabilitation Account (SB1) to pay for the additional contract costs.
