A) Authorize the County Executive Officer or designee to execute a funding agreement with the City of Cloverdale, in a form approved by county counsel, to support a professional water resources investigation in a total amount not to exceed $50,000, between August 12, 2025, and December 31, 2028.
B) Make a finding that the proposed expenditures are necessary to meet the social needs of the population of the county pursuant to Government Code section 26227.

Executive Summary:
This item seeks the Board’s authorization to use $50,000 of District 4 Infrastructure Funds to support the City of Cloverdale’s water supply resources investigation, and to allow the County Executive or designee to execute a funding agreement totaling $50,000.
Discussion:
This item seeks the Board’s authorization to use $50,000 of District 4 Infrastructure Funds to support the City of Cloverdale’s professional investigation of water supply resources and resilience. The Cloverdale area of Northern Sonoma County is particularly vulnerable to water supply uncertainty and insecurity due to climate change, its geographic location north of Lake Sonoma and outside Sonoma Water’s current service area, and as the potential decommissioning of the Potter Valley Project transitions to a new Eel-Russian diversion project. This funding will be used to investigate new resiliency and supply alternatives in the near and long term for the Cloverdale area. Sonoma Water has collaborated with other jurisdictions supporting water supply alternatives under existing Sonoma Water water-rights. Sonoma Water and the City of Cloverdale are researching the potential for such a similar initiative. This funding agreement allows the City of Cloverdale to conduct the water resource research to support a possible water supply agreement with Sonoma Water and other resiliency opportunities.
During the FY 2023-24 budget hearings, the board set aside $4 million each for districts 1, 2, 4, and 5. Use of $50,000 in District 4 infrastructure funds is requested with this board item. This funding will provide public benefits that serve important community needs as allowed under Government Code section 26227.
