Executive Summary:
The Human Services Department, Division of Family, Youth and Children’s Service, requests Board approval for an amendment to an existing contract with EverDriven Technologies, LLC for transportation of foster children in order to increase capacity to meet the existing needs of children that require transport between home and school.
Discussion:
The Human Services Department (HSD), Family, Youth and Children’s Services (FYC) Division contracts with EverDriven Technologies, LLC, formerly known as ALC Schools, to provide transportation for foster children to and from school. This service was procured as a single source and is utilized for children temporarily staying at Valley of the Moon Children’s Center (VMCC) as well as for children in placements where the ability to provide transportation to and from school is a significant barrier to keeping the child in a placement with a family.
Over the last eighteen months, formal as well as informal feedback from caregivers has emphasized that transportation to school is one of the primary concrete barriers to a caregiver being able to accept or maintain the placement of a foster child. Caregivers have shared this feedback during discussions with social workers when considering a possible new placement or maintaining a placement; this feedback has also been highlighted during focus group sessions to inform the Child Welfare Child Abuse Prevention Plan and Community Self-Assessment. Providing a transportation service resolves this barrier, enables foster children to have consistent transport to and from school, and maintains the stability of the child’s placement in a foster care home.
FYC currently has a contract and amendment in place with EverDriven Technologies, LLC, which is funded at $199,000 for a two-year period ending June 2024. The original contract was executed in June 2022 at $90,000 for the fiscal year 2022-2023 only. Based upon increased demand, the contract was amended in May 2023; this amendment increased the contract by $109,000 for a new total of $199,000 and extended the term through June 2024. This amendment was approved through the authority delegated through the County Purchasing Agent and did not require Board of Supervisors approval because the total did not exceed $100,000 per year.
FYC has available funding for services to increase this contract due to underutilization of other contracted services and is requesting a second amendment to the contract to increase the amount by $225,000, bringing the contract total to $424,000. 15 foster children utilized this service last school year; the need is projected to steadily increase this school year. The funding increase is necessary to ensure that the foster children currently being transported can continue receiving the transportation and will also allow for transportation services for new foster children that may need this support for the remainder of this school year. This funding is already included in the fiscal year 2023-2024 budget for client services and is funded through Title IV-E and Realignment funding.
In anticipation of FY 2024-2025, FYC is currently conducting a formal evaluation of the needs and utilization of transportation services for foster children. FYC will utilize the findings from that evaluation to budget and formally procure for transportation services for the 2024-2025 fiscal year and beyond.
