Executive Summary:
Pursuant to state law, each local agency must adopt a conflict of interest code, which must then be approved by the Board of Supervisors as the code reviewing body.
The Board of Directors of the newly formed Sonoma Valley Fire Protect District has approved the conflict of interest code, and the code is now being brought before the Board of Supervisors, as the code reviewing body, for approval. Staff recommends the Board approve the conflict of interest code for the Sonoma Valley Fire Protection District.
Discussion:
State law requires that each local agency adopt a conflict of interest code identifying 1) those positions in which officers or employees make decisions affecting government spending (“designated employees”), and 2) the types of personal interests which could be affected by those decisions (“disclosure categories”).
The Board of Supervisors is the “code reviewing body” for all jurisdictions, except cities, within the County. Once a local jurisdiction adopts their conflict of interest code, they submit it to the Board of Supervisors for approval. The newly formed Sonoma Valley Fire District has adopted a conflict of interest code, as approved by their Board, and requests it be approved by the Board of Supervisors as the code reviewing body.
County Counsel has reviewed the code, and has confirmed it complies with the requirements of the Political Reform Act. Sonoma Valley Fire District has been notified that the Board would consider this matter today. No one has requested an opportunity to appear.
