Executive Summary:
On March 2, 2021 staff provided the Board with an update on the Sonoma County 2021-2022 State and Federal Legislative Platform. The draft platform was updated based on Board feedback and a final draft is attached for Board review and approval.
Staff recommends approval of the attached 2021-2022 Sonoma County State and Federal Legislative Platform.
Discussion:
On March 2, 2021 staff provided the Board with an update on the Sonoma County 2021-2022 State and Federal Legislative Platform. The draft platform was updated based on Board feedback and a final draft is attached for Board review and approval.
State priority issues have been updated to address continued prioritization of disaster recovery and response in addition to supporting the COVID-19 response and recovery efforts. This year the priorities include:
S1. Disaster Response and Recovery
S2. Affordable Housing and Homelessness
S3. Behavioral Health
S4. Climate Action
S5. Resiliency
S6. Infrastructure
Federal Priorities have also been updated to address continued prioritization of disaster recovery and response in addition to supporting the COVID-19 response and recovery efforts. This year the priorities include:

F5. Health Care
F6. Infrastructure
As an emerging opportunity within the Infrastructure priority, Congress has released new guidelines on the return of “earmarks” for the FY 2022 Appropriations bills. Members will be allowed to submit requests for earmarks -- now referred to as Community Project Funding. Given this recent development, staff will work to update a local priority project list to share with local Members of Congress. The following projects are being discussed:
• Wiltel Conduit Fiber Optic Retrofit
• County Communication Tower Upgrades and Facility SMART Fiber Connections
• Emergency Coordination Center
• Solar PV at Veterans Building - Resiliency/Grid Independent
• Eagles Nest and Memory Lane Retaining Wall Replacements
• Airport Blvd Widening
The following issues have been added to the attached final draft platform:
G1. Equity and Social Justice
S47. Marketplace Equity and Consumer Protection
Staff will continue to work with your Board, state and federal advocacy consultants and staff subject matter experts to develop strategic advocacy plans within each state and federal priority area as well as the local priority project list for Community Project Funding. Staff recommends approval of the attached Sonoma County 2021-2022 State and Federal Legislative Platform to support continued advocacy for Sonoma County.
