C) Approve the reappointment to the Child Care Planning Council of Sonoma County for a two-year term beginning January 1, 2023, ending December 31, 2024, for the following members: Jessica Borland, Bryan Clement, Soledad Figueroa, Lisa Grocott, Kathleen Kelley, Jason Riggs, Chris Sorg, Steven Worker, Yajuan (Vivian) Xiang.
D) Approve a change to the membership category for currently appointed member Soledad Figueroa from a Discretionary seat to a Community Representative seat.
E) Authorize the Director of the Human Services Department to sign the required Certification Statement regarding composition of the local planning council membership.

Executive Summary:
The mission of the Child Care Planning Council (CCPC) of Sonoma County is to convene and inspire the community through collaboration, leadership, and advocacy to promote and plan for quality child care and development services for the benefit of all children (primarily birth to 12), their families, and Sonoma County. The 2019 Sonoma County Child Care Community profile identified 746 providers serving almost 7,300 children aged 0 to 12 years old.
Given the County Superintendent of Schools and the Board of Supervisors establish the CCPC, staff is presenting for Board acceptance the 2022-2027 Countywide Child Care Plan. In addition, CCPC membership appointments and authority to certify composition is requested.
Discussion:
Background
The CCPC was originally established in 1992 to meet the requirements mandated by the passage of Assembly Bill (AB) 2141 and the inception of the Federal Child Care and Development Block Grant. Local child care and development planning councils were created to identify local priorities for child care and state preschool expansion funds. The passage of AB 1542, which established the California Work Opportunity and Responsibility to Kids (CalWORKs) program, also required the County Superintendent of Schools and the Board of Supervisors to designate a local child care planning council to establish priorities for state-funded child care and development services and to develop a comprehensive countywide plan for child care. It is this bill that connects CalWORKs, and the County of Sonoma through the Human Services department to the CCPC. On September 29, 1998, the County Superintendent of Schools and the Board of Supervisors designated the Child Care Planning Council of Sonoma County, to be staffed by the Sonoma County Office of Education (SCOE).
Recommended Action Item A - Accept the 2022-2027 Countywide Child Care Plan
CCPC began work on the 2022-2027 Countywide Child Care Plan in January 2021. A Child Care Plan Committee was formed in March 2021 and convened in April 2021 to develop an action plan and timeline for the completion of the plan. In May 2021, the CCPC administered a Child Care Plan Priorities Survey to identify top-priority issues and engage more community members.
The survey asked stakeholders to identify the top three issues children and families face in meeting child care needs in Sonoma County. Of the total 138 respondents 70% identified as child care consumers for children 0-12 years old. The following topics ranked the highest priority:
• 50% selected: Families Have Access to Affordable Quality Child Care and Education
• 30% selected: Families Have Access to High Quality Care and Education
• 27% selected: Families Have access to Diverse, Equitable, and Inclusive Care and Education
• 27% selected: Families Have Access to Full Day Child Care and Education Programs
In June 2021, three community surveys were developed and disseminated to parents, child care providers, and stakeholders. From October through December 2021, feedback from the community, the Child Care Plan Committee, and the CCPC was incorporated into draft goals. From January through March 2022, the Child Care Plan Committee reviewed the draft goals and survey findings to establish consensus on the proposed goals. In June 2022, the CCPC Executive Committee held working sessions to edit and finalize the draft plan. The plan was approved by the CCPC in June 2022.
The 2022-2027 Comprehensive Countywide Child Care Plan explores current trends affecting children, families, and service providers; identifies four goals for child care and education with corresponding strategies to meet the goals; and identifies key measures to determine success. The purpose for and use of the plan include increasing awareness of the importance of high-quality child care and learning experiences for all children, families, and communities; providing stakeholders with a common frame of reference for future action; expanding partnerships to implement the strategies outlined in the plan; providing a platform that will lead to coordinated planning, integrated action, and advocacy for specific policy changes; mobilizing public and private resources to address identified needs; and recommending priority areas for the development of programs and funding. The four goals are as follows:
Goal 1 - Child Care Pandemic & Disaster Rebuilding: Support the immediate and long-term recovery of child care and development programs impacted by the COVID-19 pandemic as well as the recent disasters that have affected Sonoma County and surrounding areas.
Goal 2 - Child Care and Education Workforce: Invest in an early learning and child care workforce that is trained, valued as professionals, and fairly compensated.
Goal 3 - Facilities: Increase the number of child care facilities and improve and maintain existing facilities to meet the needs of our county.
Goal 4 - Meeting the Needs of Each Child: Support a robust, well-aligned mixed delivery system (e.g., private and public centers, home-based, license-exempt, transitional kindergarten, expanded learning, etc.) that affords all families access to child care and development programs that meet each child’s specific needs.
Recommended Action Items B, C, D, and E - Council Membership
The CCPC recommends the appointment and reappointment of members that meet the legislated membership requirements to the Board of Supervisors and the County Superintendent of Schools to jointly appoint members to the local child care planning council in 5 categories of membership: 1) Consumers, 2) Child Care Providers, 3) Public Agency, 4) Community, and 5) Discretionary Appointees.
The CCPC bylaws allow up to 35 members, and the current membership is 22. There are usually between 20-25 active members of the CCPC. As required, the CCPC makes every effort to ensure that the ethnic, racial, and geographic composition of the Council reflects the diversity of the county. The CCPC Membership Chair and Committee have worked hard over the last year to increase membership. Openings are posted on the CCPC website and the County of Sonoma Boards and Commissions website. Additionally, community recruitment efforts are made on an ongoing basis via press releases, flyers, and individual outreach. Members are appointed for two-year terms, with half of the members’ terms expiring each year.
The Board of Supervisors is requested to appoint the new members listed below. This appointment recommendation has been made to and approved by the County Superintendent of Schools for the following members:

• Crystal Morris, Parent, Consumer Seat

The Council will have 13 openings for additional members after these appointments and reappointments are approved.
The Board of Supervisors is also requested to authorize the Director of the Human Services Department to sign the required Certification Statement regarding composition of the local planning council membership. This is an annual report that is completed by the Child Care Planning Council and submitted to the California Department of Social Services.
