Sonoma County Water Agency and its affiliated sanitation districts (Sonoma Water) require as-needed right of way consulting services for right of way acquisition assistance, real estate appraisals, property management tasks, and other related services in support of several planned upcoming Sonoma Water construction projects and other work.

HISTORY OF ITEM/BACKGROUND
Sonoma Water manages and maintains a water transmission system that provides naturally filtered Russian River water to City of Cotati, Marin Municipal Water District, North Marin Water District, City of Petaluma, City of Rohnert Park, City of Santa Rosa, City of Sonoma, Valley of the Moon Water District, and Town of Windsor. These entities in turn deliver drinking water to more than 600,000 residents in portions of Sonoma and Marin counties.
Sonoma Water owns, operates, and manages Airport/Larkfield/Wikiup Sanitation Zone, Geyserville Sanitation Zone, Penngrove Sanitation Zone, and Sea Ranch Sanitation Zone.
Sonoma Water operates and manages Occidental County Sanitation District, Russian River County Sanitation District, Sonoma Valley County Sanitation District, and South Park County Sanitation District (Districts) under contract with Districts.
Sonoma Water owns, operates, and maintains flood protection projects and provides flood protection services for the following watersheds: Laguna de Santa Rosa/Mark West Creek (Zone 1A), Petaluma River (Zone 2A), Valley of the Moon (Zone 3A), Lower Russian River (Zone 5A), North Coastal (Zones 7A), and South Coastal (Zone 8A).
Sonoma Water staff are engaged in right of way acquisition for multiple capital projects, as well as property management obligations, and require the assistance of consultants for timely deliverables related to current and future projects, which may include, but are not limited to, the following:
• Water transmission system upgrade projects
• Sewer trunk main and collection system replacement projects
• Natural hazard mitigation projects
• Flood control and watershed management projects
• Renewable energy resource projects
• Surplus property sales and other property management tasks
SELECTION PROCESS
Monument ROW, Inc. (Consultant) was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.
Consultant was selected for the subject work because of their qualifications and broad range of experience.
SERVICES TO BE PERFORMED
Under the agreement, Consultant will provide as-needed right of way project management and planning, real estate appraisal, real property acquisition, and other related consulting services.
The cost of services will not exceed $150,000; the term end date is August 15, 2026.
The agreement includes authorization for the General Manager to make changes to lengthen time schedules or make minor modifications to the scope of work, which do not increase the amount paid under the agreement, in a form approved by County Counsel.
The agreement includes two options for Sonoma Water to extend the term for a period of one year each by providing written notice to Consultant thirty days in advance of the expiration date of the agreement and of the first extension option. The extension will be formalized in an amended agreement or amendment signed by Sonoma Water and Consultant.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $150,000 is available from FY 2023/2024 appropriations for the Water Transmission Agency Fund, Flood Control Zones, Occidental, Russian River, South Park, and Sonoma Valley County Sanitation Districts’ Operations Funds, and Airport/Larkfield/Wikiup, Geyserville, Penngrove, and Sea Ranch Sanitation Zones’ Operations Funds. The actual expenditures will vary per fund. The revenue sources are Water Transmission water rates, Flood Control Zone property taxes, and Sanitation Districts and Zones rate-payer annual sewer service charges. Funding of this as-needed agreement will be provided under budget appropriations for the respective projects that require right of way services.
