Authorize the County Executive to execute the Second Amendment to the Personal Services Agreement with Johannes J. Hoevertsz, Director of Public Infrastructure, extending the term of the agreement from October 6, 2026, to October 6, 2029, continuing at the “I” step in the position’s salary range, and maintaining eligibility for other County benefits in accordance with Salary Resolution 95-0926.

Executive Summary:
The salary and fringe benefits provided to County department and agency heads must be considered by the Board of Supervisors at a regularly scheduled Board meeting, and an oral summary of the recommended action to be taken on the salary and benefits must be presented at the meeting where the final Board action is taken. (California Government Code sections 54953, 54956).
Johannes J. Hoevertsz was initially appointed as the Director of Transportation and Public Works Department in October 2017. His role was expanded in January 2022 to include the interim General Services Director responsibilities. In December 2022, the Transportation and Public Works and General Services were consolidated into one department, Sonoma Public Infrastructure. On October 3, 2023, Mr. Hoevertsz was appointed as the newly created Director of Sonoma Public Infrastructure for three years. The First Amendment to the Agreement was entered into by the County and Mr. Hoevertsz to extend the term for an additional three days, from October 3, 2026, to October 6, 2026. The recommended action amends the employment agreement, extending the term for three additional years, through October 6, 2029.
Discussion:
Sonoma Public Infrastructure plans, builds, and maintains critical transportation infrastructure, including over 1,350 miles of roads, bridges, and traffic signals, the Charles M. Schultz - Sonoma County Airport, countywide bus and paratransit services, eight solid waste disposal sites, and numerous, community-owned street lighting, permanent road, and community water districts. In addition, the Department provides a variety of internal service functions supporting all County departments through three division, including Fleet Operations, Purchasing, and Facilitates Development and Management. The department also manages the Veterans Memorial Buildings.
The Director of Sonoma Public Infrastructure is appointed by and reports to the County Executive. The Director is responsible for the operations of the department and delivery of its services, provided with a workforce of 277 full-time employee equivalent allocations and an adopted budget of approximately $298.07 million for Fiscal Year 2026-2027.
Johannes J. Hoevertsz was initially appointed as the Director of Transportation and Public Works Department on October 3, 2017, for a three-year term from October 10, 2017, through October 9, 2020. On October 6, 2020, the First Amendment to the Agreement was executed for an additional three-year term ending October 10, 2023. A Second Amendment to the Agreement was executed on January 25, 2022, which expanded Director Hoevertsz’ role to include Interim Director of General Services. On October 3, 2023, a new Personal Services Agreement was approved for Mr. Hoevertsz to assume the newly created position of Director of Public Infrastructure, effective October 3, 2023, through October 3, 2026. The First Amendment to the Agreement was entered into by the County and Mr. Hoevertsz to extend the term for an additional three days, from October 3, 2026, to October 6, 2026. The recommended action amends the employment agreement, extending the term for three additional years, from October 6, 2026, through October 6, 2029.
This Second Amendment to the Personal Services Agreement continues Mr. Hoevertsz’s current salary at the “I” step of the salary range, which is approximately $300,085 annually, for a term of October 6, 2026, to October 6, 2029, and includes all other benefits and compensation as prescribed in the County’s Salary Resolution 95-0296.

Narrative Explanation of Fiscal Impacts:
There is no anticipated fiscal impact to the Sonoma Public Infrastructure’s budget for approving the recommended action. The salary and benefit costs of the Director are already programmed within the FY 2026-27 countywide budget.
