Executive Summary:
On Friday, February 3, 2023, the Board held a special meeting to conduct their annual review and discussion on calendar year priorities. Based on input provided by the departments and the discussion held by the Board, staff is presenting for approval the 2023 Significant Items Calendar from which departments/agencies’ staff will inform their workplans for the year. The approved calendar will be having a mid-year review (estimated in July) to address the need to reprioritize and reflect adjustments that may be discovered as the work to develop the requested actions progresses.
Consistent with the Board’s Strategic Plan Racial Equity and Social Justice pillar, during 2023 several of the Significant Items programmed for the year will be reviewed through the Racial Equity Toolkit (Appendix B), developed by the Government Alliance on Race and Equity (GARE) and approved by the Board in November 2020.
Discussion:
The recommended Significant Interest Calendar for 2023 was developed with the goal of scheduling approximately 5 hours per meeting, which does not include special workshops such as those for Climate and Mental Health. In order to accomplish a version with the intended goal additional meeting dates were added as follows:
• Monday, April 24, 2023, before the Budget Workshops scheduled for April 25, 26, and 27.
This meeting includes Vacation Rental Business License, Vacation Rental Rezoning, and review of Fractional Ownership.
• Monday, June 12, 2023
Staff will be review Board availability to determined dates for the Mental Health Workshop in the first week of May, and Truth Act in July. Additionally, the assigned ad-hoc groups will identify dates for Climate workshops in July and November, as well as Fire Initiatives.
PROPOSED CALENDAR & DATE ADJUSTMENTS
Attachment 1 represent staff recommended calendar. It shows in red font changes from the February 3rd version review. The calendar is full through August, except for 1 hour capacity still available in June 6th and 12th. Starting in September, several of the meetings have capacity. As part of balancing to approximately 5 hours of regular items presentation, the following changes are included:
1. Extreme Temperatures Annex to Emergency Operations Plan (Emergency Management)
Moved from March to July, which also provides for more time to include community input.
2. Living Wage Ordinance Changes (County Administrator)
The Ad-Hoc supported pending ordinance changes will be address in 2 different dates: March 21 Wage Adjustment; while Airport and Fairgrounds potential adjustments are planned for June 6.
3. Food Insecurity (Human Services)
Moved from April to August.
4. Cannabis Health Ordinance 1st Reading (Health Services)
Moved from April to August.
5. Opioid Settlement Funds Programming (Health Services)
Moved from April to November to provide more review, analysis, and execution time.
6. Annual State of the Retirement System Report (ACTTC, SCERA, and CAO)
Remains in May but was changed to a consent item.
7. Short-Term Residential Therapeutic Program (Human Services)
Moved from May to September.
8. Essential Workers Response & Recovery Resources Project (Emergency Management and Office of Equity)
Moved to October
9. Springs Specific Plan (Permit Sonoma)
Moved from June to September
10. Truth Act Forum (CAO)
Moved from March to July - Date not yet determined.
11. General Plan Kick-Off (Permit Sonoma)
Moved from August to December, which will allow preliminary elements such as Housing, Environmental Justice, and Public Safety to considered before the kick-off.
12. Matching Grants Program Guidelines & Process - Review Draft (Agricultural & Open Space)
Moved from August to October, while adoption is programmed for December.
The Airport Industrial Area Specific Plan and Local Coastal Plan Implementation will be included in the 2024 workplan.

RACIAL EQUITY ANALYSIS
Racial Equity and Social Justice is a pillar of the County’s Five-Year Strategic Plan. To implement the Board’s direction to advance racial equity, County departments/agencies will be expected to conduct a race equity impact analysis for certain items on the Board’s Calendar of Significant Items. Staff will use as a guide and resource, the Racial Equity Toolkit (Appendix B), developed by the Government Alliance on Race and Equity (GARE) and approved by the Board in November 2020.
Applying a racial equity analysis to specific significant policy or resource allocation decisions can serve to eliminate racial inequities and advance equity; identify clear goals, objectives, and measurable outcomes; engage community in decision-making processes; identify who will benefit or be burdened by a given decision, examine potential unin-tended consequences of a decision, and develop strategies to advance racial equity and mitigate unintended negative consequences; and develop mechanisms for successful implementation and evaluation of impact.
In addition to the Racial Equity Toolkit, departments/agencies should seek support and advice from members of the County Core Equity Team within their departments/agencies, who have received foundational equity training and have a deeper understanding of how to apply an equity lens to processes, policies, engagement, etc. The County Administrator’s Office will be checking in with department/agency staff on these equity analyses throughout the year to provide guidance and support as needed and working to support the Office of Equity to disseminate training resources, likely available in the summer of 2023.

Narrative Explanation of Fiscal Impacts:
Most of the resources needed to deliver the actions, items, and workshops included in the proposed 2023 Significant Items Calendar have been included in the current 22/23 budget and/or will be included in the proposed 23/24 budget to be heard by the Board and the public in June 2023.
