Executive Summary:
Sonoma County Public Infrastructure requests the Board approve the Third Amendment to the design contract with TRC Engineers Inc. for replacement of Franz Valley School Road Bridge over Franz Creek. If approved, the amendment will fund additional review of cultural resources discovered on site which is being requested by Caltrans Office of Local Assistance Environmental (Caltrans Environmental) and the State Historic Preservation Office (SHPO). The amendment will increase the value of the contract by $25,700 for a new not-to-exceed contract amount of $808,807. The term of the contract will not be impacted and will remain December 31, 2027.
Discussion:
The existing bridge on Franz Valley School Road over Franz Creek (Bridge Number 20C0326) was built in 1946 and has developed scour deficiencies due to age and erosion. Based on these deficiencies, the County has scheduled the bridge for replacement. The Franz Valley School Road Bridge Replacement will be a single span (no piers in the stream), cast-in-place reinforced concrete box girder bridge, consisting of two 10 ft lanes, one 3 ft shoulder and one 11 ft shoulder. The new bridge will be constructed upstream (south) of the existing bridge on a new alignment. The existing bridge will remain open to traffic during construction and will be removed after the new bridge is opened to traffic. When placed in service, the new bridge will comply with current roadway, drainage and bridge standards to accommodate the 100-year storm event with freeboard as specified by the County of Sonoma.
Based on the age and deteriorating condition of the current bridge, the Board approved a design contract with TRC Engineers Inc. on October 24, 2017. The not-to-exceed value of the original contract was $630,178 with a term ending December 31, 2022. On July 13, 2021, the Board approved the first amendment to the contract for additional design services which increased the not-to-exceed value to $719,996 and extended the term to December 31, 2027. The Board approved a second amendment to the contract for an extended Phase I investigation report required for National Environmental Policy Act (NEPA) clearance on December 13, 2022. The second amendment increased the contract value by $63,111, for a new total not-to-exceed amount of $783,108. Based on the site explorations and reports since approval of the second amendment, further analysis and review will be required for the project to comply with the requirements set forth by Caltrans Environmental and the California State Historic Preservation Office.
To allow for TRC Engineers Inc. and their subconsultants to provide the cultural resource reports required for NEPA clearance, the Sonoma County Public Infrastructure recommends that the Board approve the Third Amendment to the design contract which will increase the contract amount by $25,700 for a new not-to-exceed amount of $808,808. The project has been funded by grants from the Federal Highway Administration and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans.

Narrative Explanation of Fiscal Impacts:
Appropriations for this work are included in the FY 2023-2024 Roads Capital (11051-34040103) budget. SPI has applied for reimbursement for these expenditures through the Federal Highway Bridge Program (HBP) but the application has not been approved. In the event the application is denied, the Department would use annual allocations from traditional Road funding sources such as Highway User Tax Account (HUTA) or Road Maintenance and Rehabilitation Account (SB1) to pay for the additional contract costs.
