Executive Summary:
This item requests approval of a contract with Roadrunner Drilling & Pump Company, Inc. for $1,177,807 for construction of the Petaluma Valley GSA, Sonoma Valley GSA, and Santa Rosa Plain GSA Deep Multi-Level Monitoring Wells Project.
The Project is required to fill critical data gaps in the monitoring networks of the Sonoma Valley, Santa Rosa Plain, and Petaluma Valley Groundwater Sustainability Agencies (GSAs). The project will be funded by the GSAs through a grant from California’s Department of Water Resources as described below.
Discussion:
HISTORY OF ITEM/BACKGROUND
On April 25, 2017, the Sonoma County Board of Supervisors and Sonoma County Water Agency Board of Directors authorized joint powers agreements for the formation of three Groundwater Sustainability Agencies: Sonoma Valley, Santa Rosa Plain, and Petaluma Valley GSAs. The GSAs are tasked with assessing the conditions in their basins and adopting locally-based Groundwater Sustainability Plans (GSPs) by January 31, 2022. A major component of each GSP is the establishment of monitoring networks, identification of monitoring network data gaps, and planning for how to address these data gaps during GSP implementation. Each of the three GSAs received a $1 million grant from California’s Department of Water Resources (DWR) through the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 (Proposition 68 Grant). One of the grant components is the planning, design and installation of multi-level groundwater monitoring wells drilled to up to 500 feet deep in areas identified as data gaps.
The Petaluma Valley GSA, Sonoma Valley GSA, and Santa Rosa Plain GSA Deep Multi-Level Monitoring Wells Project consists of construction of six nested groundwater monitoring wells (and up to three additional wells) located in the cities of Petaluma, Cotati, and Santa Rosa; the Town of Windsor; and unincorporated Sonoma County. The Work includes, but is not limited to, the drilling, construction, and development of nested groundwater monitoring wells, each with two to three depth-specific screened intervals. Work shall be completed within 207 Days from the date when Contract Time commences to run. Bidding Documents contain the full description of the Work. The Sonoma County Water Agency (Sonoma Water) contracted with the GSAs to administer the Project on their behalf.
The low bid was approximately 9% lower than the Engineer’s Estimate. This reflects the fact that the Engineer’s Estimate was calculated using conservative values for drilling and waste disposal costs.

The Engineer’s Estimate was $963,825
The lowest responsive and responsible bid is from Roadrunner Drilling & Pump Company and is $85,478 below the Engineer’s Estimate. Roadrunner Drilling & Pump Company is experienced in this type of work and met the experience requirements.
The Engineer’s Estimates for Bid Alternates 1, 2, and 3 were $124,750, $136,550, and $143,825. Roadrunner Drilling & Pump Company’s Bid prices for Bid Alternates 1, 2, and 3 were $92,150, $99,660, and $107,650. Since Roadrunner Drilling & Pump Company’s total bid price including the bid alternates is within the allotted grant funding amount, staff recommends awarding the base bid work (six wells) and all alternates (three additional wells) to Roadrunner Drilling & Pump Company for a total contract amount of $1,177,807.
A contractor must execute a release of claims (Section 00 65 23) before final payment but may except any unresolved claims from the release. The requested action authorizes the General Manager to approve the release unless the contractor lists unresolved claims. In that case, County Counsel must review Section 00 65 23 prior to General Manager approval.
Section 00 67 00 (Escrow Bid Documents) of the Project Manual requires that the contractor submit bid preparation documents into an escrow account at a mutually agreeable institution. The documents would be available later for review by Sonoma Water and contractor in case of a dispute. Sonoma Water staff have determined that this procedure is unnecessary for this Project and, after evaluation of the documents, Sonoma Water staff finds nothing out of the ordinary, and recommends that the Board authorize the General Manager of Sonoma Water to waive this requirement.
ALTERNATIVES
There are no viable alternatives to constructing the Petaluma Valley GSA, Sonoma Valley GSA, and Santa Rosa Plain GSA Deep Multi-Level Monitoring Wells. The wells are needed to fill data gaps in the GSA’s monitoring networks. The project has been approved by the respective GSA Board of Directors and grant funding has been awarded to the GSAs for the project. The grants require that the work be completed by October 31, 2022.

11/16/2021: Petaluma Valley GSA, Sonoma Valley GSA, and Santa Rosa Plain GSA Deep Multi-Level Monitoring Wells - Rejection of all bids. Approved rejection of all bids for initial advertisement of project as the only bid received exceeded the amount of grant funding available.
04/06/2021: Services for Groundwater Sustainability Agencies; Authorize Sonoma County Water Agency’s General Manager to execute the Third Amended Agreement for technical, outreach, and grant administration services with each GSA to include funding from Proposition 68 grant.
12/04/2018: Services for Groundwater Sustainability Agencies; Authorized General Manager to execute agreements with Groundwater Sustainability Agencies and to extend provision of technical, outreach, and grant administration services with each GSA through the year 2022.
04/25/2017: Approved the formation of Groundwater Sustainability Agencies and authorized the General Manager of Sonoma Water to enter into agreements with each GSA to provide technical, outreach, and grant-writing services.

Narrative Explanation of Fiscal Impacts:
Budgeted amount of $1,177,807 is available from FY 2021/2022 appropriations for Sonoma Water’s General Fund. Offsetting revenue in the amount of $1,177,807 will come from DWR through the California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018 Proposition 68 Grant, awarded to the GSA’s. No additional appropriation is required.
