Executive Summary:
Sonoma County Public Infrastructure (SPI) is requesting the Board approve and authorize the Chair to execute a Cooperative Funding Agreement with the Sonoma County Transportation Authority (SCTA). If approved, the Agreement will provide an estimated $4,250,000 annually to be used by SPI to fix and maintain roads within the County-maintained road system.
County voters approved Measure DD also known as the Go Sonoma Act which continues the ¼-cent sales tax measure providing funds to be used exclusively for transportation related improvements throughout the County and cities.
Discussion:
On November 3, 2020, voters of Sonoma County approved Measure DD also known as the Go Sonoma Act. The act continues the ¼-cent sales tax measure for an additional 20 years through March 31, 2045, providing funds to be used exclusively for transportation improvements within Sonoma County, including fixing local streets; improving transportation corridors; increasing bus transit service; improving alternatives to cars to reduce greenhouse gas emissions; and improving safety for cyclists, pedestrians, and drivers. The current sales tax measure, Measure M, expires March 31, 2025 with the Go Sonoma Act becoming active on April 1, 2025.
Net proceeds from the measure will be allocated to the following four programs: 38% to the County and cities within the County for repair and maintenance of existing roads; 27% to fund projects related to transportation safety improvements and efficiency; 23% to increase bus service, affordability and the first/last mile and commuter programs managed by SCTA; and 12% to fund projects expanding and enhancing bikeways and pathways.
The proposed cooperative agreement with Sonoma County Transportation Authority (SCTA) would provide the County with its portion of the 38% net proceeds from the Go Sonoma Act (Measure DD) for repair and maintenance of existing roads. Funds are allocated to the County and cities by a 50% population and 50% road mile formula. Based on current roads miles and population, the County is estimated to receive around $4,250,000 annually.
The funds received from the measure will be used by SPI to fix and maintain roads within the County’s maintained road network currently consisting of 1,368.84 center line miles.

Narrative Explanation of Fiscal Impacts:
There are no direct fiscal impacts to this Agreement. Appropriations for revenues and expenses associated with SCTA Go Sonoma Roads Program funding will be included in future Road Maintenance (11051-34010102) recommended budgets.
