Executive Summary:
The Sonoma County Public Infrastructure Department (SPI) is requesting authorization to execute a task order under the existing Master Services Agreement (MSA) with Ross Drulis Cusenbery Architecture, Inc. (RDC), in the amount of $173,306, to provide architectural and engineering services for the Transitional Housing project at Los Guilicos campus. The Department is also recommending authorization for the SPI Director to execute subsequent Task Orders of up to $250,000.
The Board of Supervisors approved funding on September 12, 2023, in part, to initiate the replacement of the Emergency Shelter Site at the County Campus and for the development of temporary shelter at Los Guilicos, for adults in transition seeking permanent housing. The project includes rehabilitation construction of two existing vacant buildings that were formerly used as juvenile detention dormitories.
Discussion:
Two vacant buildings were identified at the Los Guilicos campus, which were formerly used as dormitory-type residences within the old Juvenile Justice Center (JJC). The buildings are comprised of 8,075 square feet each, originally constructed in 1950 and vacated approximately twenty-five (25) years ago. Each building is identical, constructed of concrete walls & roof deck and contains forty (40) bedrooms, dayroom, and dining room.
SPI maintains as-needed Master Services Agreements (MSAs) with architects and other consultants for purposes of as-needed project needs. One of those MSAs is with Ross Drulis Cusenbery Architecture, Inc. Pursuant to the November 17, 2020 Board of Supervisor’s action approving that MSA, Board approval is required for all related task orders over $100,000.
SPI recommends approval of the task order with Ross Drulis Cusenbery Architecture, Inc. for a not-to-exceed amount of $173,306. An invitation was sent on our current MSA list to answer to this project Task Order. A pre-proposal conference was held on 8/31 and two firms responded with no-cost proposals on 9/15. An evaluation committee was formed and on 9/25 the committee selected Ross-Drulis-Cusenbery (RDC) and a cost proposal was requested. RDC was selected based on their grasp of the desired scope and ability to meet the extremely compressed time schedule. On 9/28 RDC submitted a cost proposal and after completing negotiations on 10/13, a task order was prepared for $173,306 to RDC.
SPI also recommends a delegation of authority for further project-related task orders, up to $250,000, to be issued should need arise and depending on availability of funding for such work.
The execution of this task order is crucial in timing due to the timeline constraints for the project. The approval of this task order will initiate the architectural support services for the needed project, including site-work civil engineering to address path of travel and other accessibility considerations.

Costs associated with the Task Order will be funded through the Department of Health Services Homelessness Division utilizing Round 2 of the State of California’s Interagency Council on Homelessness Encampment Resolution Funding Program funds.
