Executive Summary:
This item seeks board authorization for the use of $50,000 of Lytton tribal mitigation funds toward the enhancement of cultural education programs and historical trauma classes within and beyond the Native American community in Sonoma County.
The source of funds is from the mitigation funds paid to the county to address offsite impacts of the development, including impacts to parks, road impacts in addition to administrative and consultant costs reimbursements. The FY 24-25 balance is $4.1 million.
Discussion:
The Progressive Tribal Alliance (Alliance) is a Windsor-based 501c3 nonprofit organization whose mission it is to increase the representation of Native Americans in business, entrepreneurial ventures, and to foster a stronger civic presence through education and leadership opportunities. This item would appropriate $50,000 in Lytton Tribal Mitigation Funds to enter into an agreement with the Alliance to support and enhance cultural education, both within and beyond our Native American community in Sonoma County. Over a three-year period, these grant funds will support the Progressive Tribal Alliance’s educational programming to promote the preservation and celebration of Native American heritage. These funds will compensate Elders/educators, procurement of cultural materials, culturally appropriate foods, and historical trauma classes designed to provide education, healing, and support to those most impacted by historical and generational trauma.
The County of Sonoma executed an agreement with the Lytton Rancheria of California in 2015 and amended on August 7, 2018. The agreement describes mitigation funds paid to the county to address offsite impacts of the development, including impacts to parks, road impacts in addition to administrative and consultant costs reimbursements. Additionally, the Tribe makes annual payments to the County based on the assessed value of its trust property and these funds may be used in the County’s sole discretion. The FY 24-25 Lytton Tribal Mitigation fund balance is $4.1 million.
The agreement provided a one-time payment of $6.1 million in lieu of normal impact fees, to compensate for traffic, park, affordable housing fees, and other environmental mitigation impacts as well as administrative costs. In addition, the County receives annual payments of $115,350, and the fund retains interest. Including these sources a total of $6.9 million has been of revenue received in the fund Below are the uses approved up to this writing.
Prior to 2024-25:
1. $700,000 to Town of Windsor for Lytton Mitigation
2. $1,000,000 for Riverfront Park
3. $100,000 for Hanson River Access
4. $50,000 to support a World War II Memorial in Windsor
5. $50,000 to support Native American Arts festivals over three years
6. $134,000 for County Counsel and Administrative costs over four years
FY 2024-25 Budget Hearings Actions:
1. $100,000 to Regional Parks to partner with Santa Rosa Junior College for efforts to
enhance workforce development related to fire resilience and vegetation management.
2. $650,000 to Regional Parks for support of the Hanson Russian River Floodplain Restoration project.

Narrative Explanation of Fiscal Impacts:
If approved, available fund balance in the Lytton Tribal Mitigation Fund will be appropriated for use on the agreement. The whole amount will be available up front, however the agreement will allow the Progressive Tribal Alliance up to three years to spend the funds.
