Executive Summary:

The Department of Health Services (hereinafter “DHS” or “the Department”) diligently seeks state and federal funding to support critical Public Health programs serving the County of Sonoma. When a grant is allocated to the Department or an existing grant is extended after the budget is finalized in June of each year, the Department is required to secure Board authorization to adjust the budget to reflect the revenue and the program expenditures. The Department is requesting Board authorization to adjust the FY 23-24 budget in the amount of $76,022 received from the California Department of Public Health for the Workforce Career Ladder Education and Development Program (PH-Career Ladder) grant and approve $172,893 in carry over funds from the Workforce Development (WFD) Safe Schools grant.

 

Discussion:

On July 11, 2023, the Board of Supervisors delegated authority to the Director of Health Services to accept funding allocations for the County of Sonoma and execute revenue agreements, amendments, and related documents as necessary to receive revenue from state and federal agencies for various terms with some being for multiple years. The authority is requested annually, most recently approved by the Board of Supervisors on July 11, 2023, for fiscal year 23-24.

The Department is required to secure Board authorization to adjust the budget to reflect the revenues and program expenditures. The Department is requesting Board authorization to adjust the FY 23-24 budget in the amount of $248,915 received from the California Department of Public Health for the Workforce Career Ladder Education and Development Program) and the WFD Safe Schools grant.

Workforce Career Ladder Education and Development Program (PH-Career Ladder)

In December 2022, the California Department of Public Health (CDPH) released the Career Ladder Funding Application in accordance with funding appropriated in the 2022 State Budget Act (AB 179, Chapter 249, Statutes of 2022) to create the California Public Health Workforce Career Ladder Education and Development Program (PH-Career Ladder). The purpose of these funds is to support worker upskilling to improve retention of the existing public health workforce and help incumbent workers develop their skills to meet future public health demands.

On April 21, 2023, the Department received an award notification allocating $76,022 to the County of Sonoma to fund proposed PH-Career Ladder Program Projects. The grant term is from February 1, 2023, through June 30, 2026. Award letter is attached as Attachment 2.

COVID-19 AB 86 Safe Schools for All Funding

In May of 2021, the Department received an invitation from CDPH to participate in a state-wide public health and education sector collaborative with the California Safe Schools for All Team. CDPH was appropriated $25 million out of AB 86 allocating $10 million to local health jurisdictions and $10 million to County Offices of Education for direct support to schools and districts within their jurisdiction. $200,000 was allocated to the County of Sonoma with a performance period of July 1, 2022 through June 30, 2023.

On March 30, 2023, the Department received notification that the WFD Safe Schools grant was extended to June 30, 2024. The state has approved carryover funds and the Department is requesting to carryover the grant balance of $172,893. Award and extension letters are attached as Attachment 3.
