Executive Summary:

Sonoma County Public Infrastructure (SPI) requests Board approval of a Fourth Amendment to the Agreement with Moffatt & Nichol for engineering, design, and construction support services related to the River Road Bridge over Gill Creek Replacement project.

The proposed Fourth Amendment will extend the contract term by two years to December 31, 2028, at no additional cost.

 

Discussion:

The River Road Bridge over Gill Creek Replacement project involves the construction of a new two-lane bridge in close proximity to the existing, but functionally obsolete two-lane bridge. The new bridge will be designed to meet current design standards including improvements to roadway approaches and appurtenant facilities. The existing bridge will be removed after construction of the new bridge as part of this project. The project does not increase vehicular traffic capacity; however, it will provide two traffic lanes with shoulders as required by applicable standards. Due to the low traffic volume on River Road, pedestrians, bicycles, and vehicles will share the travel lanes and shoulders.

In 2014, the County issued a Request for Qualifications for design services for this project and received 24 proposals from bridge design consultants. Moffatt & Nichol was selected as the best qualified engineering company to provide these services. The Agreement was awarded by the Board on January 13, 2015. Moffatt & Nichol’s work included civil engineering and design, geotechnical engineering, traffic studies, hydraulics and hydrology, environmental studies, public outreach, and construction support services. The original Agreement amount was for an amount not to exceed $647,409 (including 10% contingency).

On December 12, 2017, the Board approved the First Amendment to extend the term of the Agreement at no additional cost through December 31, 2021. 

On December 14, 2021, the Board approved the Second Amendment to the Agreement adding an additional $223,435 (including 10% contingency) of funds and extending the Agreement term through December 31, 2026. 

On June 4, 2024, the Board approved the Third Amendment to the Agreement increasing the contract value by $242,133  (for a total not-to-exceed value of $1,033,800) to complete the final design and to provide bid and construction support for the project.

The project is currently construction ready pending authorization from the Highway Bridge Program. With construction anticipated to begin in 2027, SPI staff is requesting approval of a Fourth Amendment to the Agreement to extend the term of the contract through December 31, 2028, to complete the bid and construction support phases of the project.

This project is receiving Federal funding and must satisfy all requirements of the Federal Highway Bridge Program, including approval by Caltrans. The Board approved a Mitigated Negative Declaration and approved the project on August 9, 2022.

Narrative Explanation of Fiscal Impacts:

There is no direct fiscal impact as a result of this contract amendment. Of the total agreement amount of $1,112,967, $201,245 remains for the bid and construction support phases of the project. Appropriations for these expenditures will be included in future Roads Capital (11051-34010103) Recommended Budgets.

SPI has applied for reimbursement for these expenditures through the Federal Highway Bridge Program (HBP) but the application has not been approved yet. In the event the application is denied, the Department would use annual allocations from traditional Road funding sources such as Highway User Tax Account (HUTA) or Road Maintenance and Rehabilitation Account (SB1) to cover incurred costs.
