Executive Summary:
The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.
The Fifth District has reviewed the application/applications and wishes to recommend the following FY 24-25 grant awards:
1. Santa Rosa Urban Arts Partnership for advertising and promotion of WinterBlast; grant award of $500;
2. DeMeo Teen Club, Inc. (dba Chop's Teen Club) for staff mentors support; grant award of $500;
3. New World Ballet for advertising and promotion of events; grant award of $500;
4. YWCA Sonoma County for Annual "Y I Run" Fun Run & Walk funding; grant award of $500;
5. Art Workshop of Western Sonoma County for advertising and promotion of art show; grant award of $500;
6. Santa Rosa Symphony Association for Training Young Musicians grant support; grant award of $500;
7. Slow Food Russian River for apple purchase for free juice at fair and schools; grant award of $1,000;
8. Occidental Community Council County for advertising and promotion of Holiday Crafts Faire; grant award of $2,000;
9. Sebastopol Center for the Arts to support Sebastopol Documentary Film Festival; grant award of $1,500;
10. 10,000 Degrees to support College Access and Success programming; grant award of $1,500;
11. Positive Images to support Black is Beautiful Juneteenth block party; grant award of $2,000;
12. Russian Riverkeeper to support volunteer beach clean-ups; grant award of $2,500;
13. Children's Museum of Sonoma County to support universal access to early childhood development resources; grant award of $2,000;
14. Sonoma Family Meal to support annual fundraiser Knife’s Edge; grant award of $2,000;
15. Sebastopol Area Senior Center to support scholarship program; grant award of $5,000;
16. Food for Thought to support Dining Out For Life dine-and-donate event; grant award of $5,000;
17. Sonoma County Pride for advertising and promotion of events; grant award of $1,000;
18. Career Technical Education Foundation of Sonoma County for marking and promotion of CTE Foundations; grant award of $1,000;
19. Sebastopol Chamber of Commerce to support annual Apple Blossom Festival & Parade; grant award of $2,000;
20. Friends of Monte Rio to support annual Dia de Muertos and Las Posadas; grant award of $1,900;
21. Sonoma County Farm Trails to support Gravenstein Apple Fair 2024 marketing and advertising; grant award of $2,000;
22. Russian River Chamber of Commerce to support annual Feast Above the River; grant award of $2,000;
23. Lomi School Foundation to support mental health Legacy Fund; grant award of $2,000;
24. Plumfield Academy (Plumfield Inc.) to support expanded student services; grant award of $1,000;
25. The LIME Foundation to support various event costs, including the award for the Nextgen Trades graduates; grant award of $1,000;
26. Cazadero Performing Arts Family Camp to support for the Cazadero Performing Arts Family Camp; grant award of $2,000;
27. Russian River Pride (fiscal agent: Sonoma County Pride) to support events at Russian River Pride; grant award of $5,000;
28. LandPaths to support annual Harvest Festival; grant award of $1,000;
29. Santa Rosa Quilt Guild to support the purchase fabric, quilt batting, thread and backing fabric for the quilts that will be donated throughout Sonoma County; grant award of $500;
30. 3 Feet of Air to support the Trashlantis Festival; grant award of $1,000;
31. Sonoma County (Youth) Commission on Human Rights (fiscal agent: Sonoma County Human Resources Department) to support learning events for local high school students; grant award of $1,000;
32. Golden State Gay Rodeo Association-Bay Area Chapter (GSGRA-Bay Area Chapter) to support Best Buck in the Bay event; grant award of $1,000; and
33. Red Peloton to support multiple programs; grant award of $500.

Discussion:
Transient Occupancy Tax Funding
The Transient Occupancy Tax (TOT) is levied at a rate of 12% in unincorporated Sonoma County, a rate established in 2016 by the voter-approved Measure L. The first 9% of the TOT rate is allocated 33% to the General Fund and 67% to the Community Investment special revenue fund; and the last 3% includes Measure L funds.
Community Investment Fund Program and Policy
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events, and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department, the Economic Development Department, and a number of other county department activities. Community Investment Funds are allocated per the Community Investment Fund Policy (https://sonomacounty.ca.gov/administrative-support-and-fiscal-services/county-administrators-office/community-investment-fund-program/community-investment-program-policy).
Local Events, Organizations, and District Priorities Category
The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District, with an allocation of $100,000 for each district. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement by the entity. The agreements will be executed by the County Executive, or designee. The agreements require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
