Executive Summary:
Sonoma County Public Infrastructure (SPI) is requesting that the Board of Supervisors approve authorize the Director of SPI to execute an Agreement for Traffic Signal Maintenance and Emergency Repair Services (Agreement) with DC Electric Group, Inc. (DC Electric), in an amount not to exceed $1,500,000 over the term of the contract. The Agreement will be for a term of three years, with the option of two, one-year no-cost extensions.
If approved, the Agreement will facilitate maintenance and emergency repairs of County-owned traffic signals, pedestrian crossing beacons, and railroad crossing queue cutter flasher beacons. Additionally, this work may include occasional general and emergency repairs and maintenance for street and intersection safety lighting. Traffic signal maintenance and emergency repair services are essential for ensuring the safe and efficient movement of vehicles and pedestrians, and SPI has identified a need to contract services to support staff resources for the maintenance and emergency repair of these devices.
Discussion:
SPI currently owns and operates 44 signalized intersections, two pedestrian activated crossing assembly and hybrid beacons, and two railroad crossing queue cutter flasher beacons. This Agreement will provide supplemental maintenance and emergency repairs of these devices.
With the existing and the projected inventory, SPI believes it is necessary to continue to contract with an outside service provider in order to provide timely repair and maintenance of the inventory. The recommended contract with DC Electric will provide for on-call round-the clock, all-year emergency repair services and maintenance support to ensure public safety and mitigate risk to the County. In addition, this contract will also provide for occasional general and emergency repairs and maintenance for street and intersection safety lighting.
In March 2026, SPI issued a Request for Qualifications (RFQ) for traffic signal maintenance and emergency repair services. The RFQ was advertised through the Sonoma County Purchasing Supplier Portal and contracted subscription services. In response to the RFQ, SPI received two proposals.
The proposals were evaluated by a panel of SPI staff for the following criteria: technical ability and qualifications, project approach and work schedule, similar experience, proposed project staff, cost, quality and completeness of proposal, and local preference. Out of the two proposals received, DC Electric ranked the highest.
DC Electric is the current provider for traffic signal maintenance and emergency repair services, with the existing agreement set to expire on December 31, 2026. SPI is satisfied with their performance under the current agreement. They are reliable and capable of supplementing department staff not only with skilled labor but also with the equipment needed to complete timely repairs in emergency situations.
SPI recommends award of this agreement to DC Electric.

Narrative Explanation of Fiscal Impacts:
Appropriations for this contract are included in the fiscal year 2026-27 Road Maintenance (11051-34010102) Adopted Budget and will be included in the Road Maintenance Recommended Budgets in future years. Sources of revenue for this contract include revenues distributed to local agencies by the State through SB1 and the Highway Users Tax Account (HUTA). SB1 and HUTA generate revenue through per-gallon excise taxes on gasoline and diesel fuel, sales taxes on gasoline and diesel fuel and registration taxes on motor vehicles. In addition, occasional general and emergency repairs and maintenance for street and intersection safety lighting will be funded by the CSA#41 Lighting - Countywide Fund (15101-34090100) which generates revenue through property taxes.
