Executive Summary:

The Sheriff’s Office requests that the Board authorize the Sheriff to execute the Supplemental Law Enforcement Services Agreement with Sonoma Raceway to provide security services at the NASCAR Race events and receive reimbursement for direct and indirect costs estimated at $182,956. This is the Sheriff’s Office thirtieth year providing these services.

 

Discussion:

 Government Code Section 53069.8 allows the Board of Supervisors to contract on behalf of the Sheriff to provide supplemental law enforcement services to private entities. Resolution 16-0102 authorizes the Sheriff to execute any contract for supplemental law enforcement services on behalf of the County that does not exceed $50,000. Any contract over the $50,000 threshold continues to require Board of Supervisors authorization. Additionally, the Board annually adopts an ordinance establishing fees for security services.

 

The Sonoma County Sheriff's Office has been providing special security services to Sonoma Raceway for thirty years except for 2020 when the event was cancelled due to the COVID-19 pandemic. The services provided under this Agreement are above and beyond the normal level of law enforcement services provided to the community by the Sheriff's Office. The County is reimbursed by Sonoma Raceway for both the direct and indirect costs of providing these special security services.

 

The scope of services to be provided include sergeant, deputy, dispatcher, and community services officer staff time, and patrol cars staggered over the four-day event from June 8, 2023, through June 11, 2023. The cost of these services is estimated at $182,956.  The Agreement is substantially the same as the prior year Board approved agreements in terms of staffing and revenue.  The services to be provided will in no way interfere with regular law enforcement services provided by the Sheriff’s Office.  The operational costs and corresponding revenue reimbursement are included in the Sheriff’s Office FY 22-23 Adopted Budget.

With the exception of 2020, the Board has approved annual Sonoma Raceway security service agreements since 1991.
