Executive Summary:
Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Fifth District has reviewed the applications and wishes to recommend the following FY 2022-23 grant awards:
1. Sonoma County Safe and Sober Project Graduation for scholarships to pay for a safe and sober graduation celebration, grant award of $1,500;
2. Art Workshop of Western Sonoma County for event advertising and venue rent, grant award of $1,000;
3. Center for Volunteers & Nonprofit Leadership for event advertising and recipient awards, grant award of $1,000;
4. Forestville Skatespot for event expenses and marketing, grant award of $950;
5. Friends and Residents of Guerneville to enhance camera system for public safety, grant award of $3,000;
6. Friends of Monte Rio to market and present RioFest, grant award of $2,000
7. Globally Proficient Scholars (dba Analy High School) to host DIY air purifier builds, grant award of $1,000;
8. Graton Community Club for event marketing, grant award of $1,000;
9. Lomi School Foundation to support clinic operations, grant award of $2,000;
10. Magnolia Global Academy to support internship and externship program, grant award of $2,000;
11. North Coast Resource Conservation and Development Council (dba Conservations Works) for confluence launch and outreach, grant award of $3,000;
12. North Coast Resource Conservation and Development Council (dba Conservations Works) for AAPI concert content development, grant award of $1,000;
13. Occidental Community Choir for event marketing, grant award of $500;
14. Occidental Community Council to produce holiday crafts fair, grant award of $3,000;
15. Occidental Community Farmers’ Market (fiscal agent: Sonoma County Certified Farmers' Market Association) for marketing and outreach, grant award of $4,000;
16. Peacetown to produce and promote concert series, grant award of $3,000;
17. Redwood Arts Council to support artists performing at concert series, grant award of $1,000;
18. River Arts and Media for event production and marketing, grant award of $3,000;
19. Russian River Recreation and Park District to purchase play equipment, grant award of $3,000;
20. Sebastopol Center for the Arts for event catalog preparation, grant award of $3,000;
21. Sebastopol Rotary Club for event production and marketing, grant award of $2,000;
22. Sonoma County Bicycle Coalition for training for ride leaders, grant award of $1,000;
23. Sonoma County Commission on the Status of Women (fiscal agent: Sonoma County Human Resources Department) for report translation, grant award of $1,000;
24. Sonoma County Pride for event marketing, grant award of $1,000;
25. Sonoma County Women in Law for scholarship funding, grant award of $1,000; and
26. The Rahus Institute for event production and marketing, grant award of $1,000.
Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.
Discussion:
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.
The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District based on an overall allocation of $500,000 divided equally across each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.
Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.
Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
