Executive Summary:

This item requests the Board of Directors reject all bids for construction of the Ralphine Tank Farm Security Fence Project.

Discussion:

The Ralphine Tank Farm Security Fence project consists of construction of Owner’s Ralphine Tank Farm Security Fence located at 5585 Newanga Ave, Santa Rosa, California, 95405. The Work includes but is not limited to approximately 2,100 linear feet of eight-foot security fencing and three vehicular access gates at existing access road crossings. Work was to be completed within 105 Days from the date when Contract Time commenced to run. Bidding Documents contain the full description of the Work.

 

The engineer’s estimate was $195,300. The Project was advertised for bids on November 6, 2025.

 

On December 9, 2025, 10 bids were received per the attached Bid Summary. The lowest bid was from Coggins Fence and Supply, Inc. in the amount of $214,237. The second and third lowest bids were from EVT Builders, LLC and Altor Construction, LLC in the amounts of $242,000 and $251,800, respectively. However, none of the 3 lowest bids were responsive.

 

Sonoma Water staff, County Counsel, and outside counsel determined that the bids had irregularities and omissions due to misinterpretations by bidders of Sonoma Water’s bidding requirements. Therefore, Sonoma Water staff recommend rejecting all bids and propose to incorporate this work into the upcoming Ralphine Tank No. 1 Recoating project scheduled to advertise in January 2026.
