Executive Summary:
County of Sonoma Department of Transportation and Public Works (“County”) and Sonoma County Water Agency, Russian River County Sanitation District, and Sonoma Valley County Sanitation District (collectively “Sonoma Water”) routinely collaborate on various utility relocation and infrastructure maintenance and improvement projects. County and Sonoma Water seek to improve efficiency in combining projects to reduce costs and impact to the public. To that end, County and Sonoma Water request authorization to enter into the subject agreement.

HISTORY OF ITEM/BACKGROUND
The County's Pavement Preservation Program is an ongoing effort to improve the quality of Sonoma County roads by administering large-scale pavement treatment projects. The County uses a long-term, network-level management approach designed to utilize limited funding as efficiently as possible for the program. Since 2015, County and Sonoma Water have routinely collaborated on various utility relocation and infrastructure maintenance and improvement projects.
In an effort to minimize impact to the public, the Sonoma Water facilities that have been identified as in need of replacement or adjustment will be included in the County’s bid packages for the various pavement treatment projects. Sonoma Water understands that County will award the contracts to the lowest responsive and responsible bidders. County will take the lead in this process and is requesting funding from Sonoma Water for its respective portions of the costs.
SERVICES TO BE PERFORMED
Under the proposed agreement, County will replace or adjust Sonoma Water facilities in the unincorporated areas of Guerneville, Sonoma Valley, and Larkfield-Wikiup as part of County’s Pavement Preservation Program projects in these areas. Sonoma Water will reimburse County for costs of the replacement or adjustment.
The cost of services under the agreement will not exceed $126,500; the term end date is June 30, 2022.

Budgeted amount of $84,500 is available from FY 2021/2022 appropriations for the Airport-Larkfield-Wikiup Sanitation Zone Operations fund. No additional appropriation is required.
Budgeted amount of $28,800 is available from FY 2021/2022 appropriations for the Sonoma Valley County Sanitation District Operations fund. No additional appropriation is required.
Budgeted amount of $13,200 is available from FY 2021/2022 appropriations for the Russian River County Sanitation District Operations fund. No additional appropriation is required.
