A)                     Award the construction contract for the Probation - Juvenile Justice Center Greenhouse and Shed project, to low bidder GCCI, Inc., in the amount of $298,000; authorize a 10% contingency, in the amount of $29,800; and authorize the Director of Public Infrastructure to execute said construction contract and any related, required contract instruments, in form approved by County Counsel.

B)                     Adopt and approve plans and specifications for the proposed project.

Executive Summary:

Sonoma County Public Infrastructure (SCPI) is seeking Board award of a construction contract in the amount of $298,000 base contract, to GCCI, Inc., for installation of prefabricated greenhouse and shed structures within the Juvenile Hall located at the Sonoma County Juvenile Justice Center. If approved, the addition of the greenhouse and shed to the Juvenile Hall gardening program will enhance the educational experience for residents and improve their understanding of plant life cycles. Fruit and vegetables produced in the greenhouse, gardens and orchard are processed and enjoyed by residents and staff.

 

Discussion:

The Juvenile Hall located within the Sonoma County Juvenile Justice Center (JJC) provides in-custody rehabilitative treatment for youth in the criminal justice system, designed to reduce recidivism, provide opportunities to address personal, social, physical, mental health, educational, career technical education and independent living skills needs; and prepare individuals for a successful reentry to their communities. One element of their comprehensive program is an on-premise gardening program supervised by Juvenile Hall staff.

Based on the success of the gardening program, the Probation Department pursued and received Youth Program and Facility Grant funding from the Board of State and Community Corrections (BSCC) for capital improvements designed to enhance the program and provide horticulture vocational training to residents. The shed will help to keep tools organized and securely stored, and the greenhouse will provide a controlled environment for year-round cultivation of fruits and vegetables. The proposed greenhouse and shed are separate, detached structures placed north of housing units but within the secured perimeter. Currently, the location is being used as an orchard where fruit trees are grown, vegetables are sown in open furrowed ground and planter boxes. The site is accessible from the JJC and from a roadway to the west. The greenhouse design will have elements that are warm rather than institutional to provide the youth with a sense of something special where involvement in the gardening program is a reward and participation is enjoyable.

A Request for Proposals (RFP) was issued on May 22, 2023, and proposals were publicly opened on June 20, 2023. One bid was received and deemed responsive from GCCI, Inc. in the amount of $298,000.

GCCI, Inc., was determined to be the lowest responsible bidder.

GCCI, Inc. has been an active member of the construction industry for over 4 decades. GCCI’s principals are the Gentry family, who has a long history for providing construction related services in Marin, Napa and Sonoma Counties for many generations.

FY20/21 - $243,443 was appropriated from Probation department ID 27012306 Youth Programming and Facility Grant to project CP27221AA JJC Greenhouse and Garden Shed.
