Executive Summary:

Sonoma County voters in November 2018 passed a one-eighth cent sales and use tax for 10 years officially titled Measure M. The tax took effect on April 1, 2019.

Measure M requires a citizens’ oversight committee to provide transparency and ensure fiscal accountability.  These Bylaws set forth the operating procedures and duties of the Parks Measure M Citizens Oversight Committee formed May 14, 2019 and are effective as of their adoption by the Committee except to the extent they conflict with a resolution or ordinance of the Board of Supervisors.

 

Discussion:

The Parks Measure M Citizens Oversight Committee shall review the receipt and expenditures of the revenue from the transactions and use tax, by all nine cities as well as by the county.  

 

The Committee shall produce an annual oral or written report on its review, which, shall be considered by the Board at a public meeting. The Committee may provide budget recommendations to the Board and City Councils regarding expenditures from the transaction and use tax.  Any written report shall be a public report. 

 

Review the annual Sonoma County Parks Improvement, Water Quality, and Fire Safety Measure Transactions and Use Tax Ordinance Report, which, shall be prepared by the Sonoma County Regional Parks Department (SCRP) and each city no later than the last day of the sixth month following the end of each fiscal year (“Annual Report”). The Annual Report shall detail the prior fiscal year’s activities related to the retail transactions and use tax. The Annual Report shall include revenues generated by the Transactions and Use Tax, expenditures (in summary form), funds carried over from previous fiscal years, and any remaining funds to be carried over for expenditure in subsequent fiscal years.

 

The Committee will review the Annual Report and submit their findings and conclusions to the County Board of Supervisors and City Councils.  The Committee’s report shall also be made available to the public.

July 10, 2018, Board of Supervisors proposed the ordinance and conducted a public hearing, 

August 7, 2018, Board of Supervisors adopted Ordinance No 6238 providing for a local transactions and use tax, 

January 8, 2019, Board of Supervisors approved Implementation of Measure M,

May 14, 2019, Board of Supervisors adopted a resolution creating the Parks Measure M Citizens Oversight Committee,

May 14, 2019, Board of Supervisors adopted a resolution appointing 7 committee members to the Parks Measure M Citizens Oversight Committee.
