Executive Summary:
The Airport Division of the Department of Public Infrastructure (Airport) is requesting the approval of the plans and specifications for the Charles M. Schulz - Sonoma County Airport Wildlife Exclusion Perimeter Fence project and award of the contract to the lowest responsive and responsible bidder. As part of this project, staff are recommending a 10% construction contingency to account for any unforeseen circumstances that cannot be predetermined prior to the start of the project.
Discussion:
The Airport has documented wildlife hazards in the Airport operations areas. The County Department of Public Infrastructure (SPI) proposes the construction of a wildlife exclusion perimeter fence along the Airport boundary to help prevent wildlife from entering the Airport and creating a hazard to flight operations.
There are several reasons for the Airport to implement a wildlife exclusion perimeter fence, including:
• To bring the Airport up to standards set by the Federal Aviation Administration (FAA) for wildlife control at Airports.
• To stay consistent with the Airport’s Wildlife Hazard Management Plan.
• To keep reduce wildlife hazards on the airfield.
To hold an Airport Operating Certificate, an airport must allow FAA inspections to verify that they are able to provide a safe airport operating environment. The prescribed FAA standards, including procedures for wildlife hazard management, are outlined in the Airport Certification Manual. An airport must take immediate action to alleviate wildlife hazards, which have the potential for a damaging aircraft collision on or near an airport, whenever they are detected.
Regarding Wildlife Exclusion Fencing, the FAA recommends, in some cases, an 8-foot fence with 3-strands of barbed-wire outriggers, depending on the amount of deer activity in a local area. The bottom portion of the fence fabric should be configured such that it prevents animals from digging under the fence.
Several factors have been considered and included in the design of the perimeter fence to meet the FAA design standards:
Non-Paved Areas: For the portions of the fence that would be in non-paved areas, a “Dig Defense” barrier would be used, which would reduce the likelihood of burrowing animals accessing the Airport.
Existing Fencing: In areas where there are existing fencing sections currently at six-foot high, these areas would be replaced to eight feet.
Three-Strand Wire: Three-strand barbed wire will be added to the top of the fence and shall conform to the requirements of the American Society for Testing and Materials (ASTM).
Steams: In areas where fencing crosses steams, lower portions of the fence will be fitted with horizontal bars and debris rails to keep deer out of the Airport. Installation of this specialized fence would require sinking of fence posts in the streambed. A gravel road would be constructed from Windsor Road to provide access for maintenance.
On April 19, 2022, the Board approved Task Order #20 with Mead & Hunt, Inc. for general, program, and grant management consulting and design services for the Airport perimeter fence upgrade. Mead & Hunt has provided design and bid administration assistance for the Perimeter Fence Project.
The wildlife exclusion fence project was advertised for bidding on April 6, 2023. Bids were opened on May 15, 2023.

In accordance with Public Contract Code Section 20128, the contract shall be awarded to the lowest responsible bidder. The low bidder for this work is All Commercial Fence. The Department recommends awarding the contract to All Commercial Fence.
The project has been analyzed under the California Environmental Quality Act (CEQA), and the Board approved the wildlife fence project and the wildlife fence mitigation monitoring program and adopted the Mitigated Negative Declaration on June 6, 2023.
This project was not included in the FY 2023-2024 budget since it was uncertain if this project would be funded in FY23-24 or FY24-25 during budget preparations. AIP72 is the federal grant which is in the process of being issued by the Federal Aviation Administration (FAA) for this project. All post-CARES Act period FAA grant offerings are back to being awarded at the 90.66% reimbursement level.
Department staff recommend that the Board of Supervisors authorize and execute the agreement with All Commercial Fence in the amount of $2,023,331.70, including the 10% contingency, to complete the Wildlife Exclusion Fence Project at the Charles M. Schulz-Sonoma County Airport.

Narrative Explanation of Fiscal Impacts:
The Federal Aviation Administration is in the final process of funding and approving a grant, AIP-72 which will fund this project at 90.66% or $1,834,352. The Airport’s share of the cost will be 9.34% or $188,979 which will be funded by Airport fee and rent revenue.
The attached budget resolution will add additional appropriations of $1,000,000 to the current FY23-24 budget funding for this project from available Airport Enterprise Fund Balance, which will then be reimbursed by this grant. This was not programmed into the FY23-24 budget due to the timing of the grant/project approval by the FAA happening after the budget preparation time.
