Executive Summary:
The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Events and organizations may make requests throughout the year to one or more Supervisorial Districts.
The Third District has reviewed the applications and wishes to recommend the following FY 24-25 grant awards:
1. Health Professionals for Equity and Community Empowerment (fiscal sponsor: Northern California Center for Well-Being) for Spanish-language mental health therapy and group workshops for Sonoma County Promotoras de Salud, grant award of $2,000;
2. Sonoma County Farm Trails for the 2024 Weekend Along the Farm Trails Fall Tour, 2025 Farm Trails Map & Guide, and the 2025 Blossoms, Bees & Barnyard Babies Spring Tour, grant award of $1,000;
3. Santa Rosa Arts Center (fiscal agent: Inquiring Systems, Inc.) for the Speakeasy series, Artists’ Exchange Salon, and various Exhibits and Classes, grant award of $2,000;
4. North Bay Performing Arts Association for the "Clara's Enchanted Dream, Land of Sweets", grant award of $750;
5. TLC Child & Family Services for the Transition Age Youth (TAY) Housing Programs drop-in Resource Center in central Santa Rosa, grant award of $2,500;
6. Kid Scoop News for free Kid Scoop News delivered to students in Title One schools in Sonoma County, grant award of $500;
7. Sonoma County Women in Law for the Community Advocacy Scholarship, grant award of $1,000;
8. South Park Coalition (fiscal sponsor: St. Joseph Health Northern California LLC) for printing the Quarterly Bilingual Newsletter, grant award of $1,000;
9. Farm to Pantry for the "Growing the Table” (GTT) program, grant award of $1,000;
10. Integrative Healers Action Network (fiscal agent: Inquiring Systems, Inc.), for the Firefighter Wellness Clinic and a Firefighter Wellness Training, grant award of $1,000;
11. Petaluma Blacks for Community Development for the Black history program, exhibit, children's story time, guest presenters, advertisement, supplies and rental of space, grant award of $2,000;
12. Laguna de Santa Rosa Foundation for a career development workshop series and affinity space for BIPOC (Black, Indigenous, and People of Color) environmental professionals, grant award of $1,000;
13. North Bay Capoeira (fiscal agent: Dancer’s Group) for the rehabilitation of the North Bay Capoeira studio, purchase musical instruments and equipment for the center and to support the performances and unique classes, grant award of $1,000;
14. Listening for a Change for the Staffing for curriculum development on conducting oral histories, grant award of $1,000;
15. NorCal Vocal Arts Community for the NorCal Sings! 2025 choir festival, grant award of $1,500;
16. NAACP Santa Rosa - Sonoma Branch (1074-B) for two youth programs, Youth Council and ACT-SO program, grant award of $2,500;
17. Made in Santa Rosa Education Foundation for the ELITE literacy program, grant award of $1,250;
18. Together for Moorland (fiscal agent: Latinos Unidos del Condado de Sonoma) for the Mochila Backpack Giveaway event, grant award of $2,000;
19. Center for Volunteer & Nonprofit Leadership for the Sonoma County Human Race event logistics, marketing and outreach efforts, and nonprofit registration fees, and accessibility accommodations, grant award of $1,000;
20. Center for Volunteer & Nonprofit Leadership for the 5th Annual Heart of Sonoma County Awards for recipients’ awards, event costs, and complimentary tickets for youth nominees and their families, grant award of $1,000;
21. Dale (fiscal agent: On the Margins Family Therapy & Psychological Services, Inc.) for a cultural and resource fair for students at Roseland University Prep, grant award of $1,000; and
22. Circuit Rider Community Services for the Community-Based Ecological Restoration & Urban Agriculture Workforce Development Program, grant award of $2,000.
Discussion:
Transient Occupancy Tax Funding
The Transient Occupancy Tax (TOT) is levied at a rate of 12% in unincorporated Sonoma County, a rate established in 2016 by the voter-approved Measure L. The first 9% of the TOT rate is allocated 33% to the General Fund and67% to the Community Investment special revenue fund; and the last 3% includes Measure L funds.
Community Investment Fund Program and Policy
The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events, and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department, the Economic Development Department, and a number of other county department activities. Community Investment Funds are allocated per the Community Investment Fund Policy (<https://sonomacounty.ca.gov/administrative-support-and-fiscal-services/county-administrators-office/community-investment-fund-program/community-investment-program-policy>).
Local Events, Organizations, and District Priorities Category
The Board established the Local Events, Organizations, and District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community, or to award funding to County Departments to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each Supervisorial District, with an allocation of $100,000 for each district. Events and organizations may make requests throughout the year to one or more Supervisorial Districts. Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the CommunityInvestment Fund grant agreement by the entity. The agreements will be executed by the County Administrator, or designee. The agreements require the County seal on promotional materials produced using the grant award. Activities performed utilizing Community Investment Program grants provide public benefits that serve important community needs under Government Code Section 26227.
