Executive Summary:
The American Society for the Prevention of Cruelty to Animals (ASPCA) grant program provides funding to authorized disaster response agencies providing direct support to companion animals, equines and their owners in communities currently or recently impacted by or at high-risk for catastrophic natural disasters. Grants provide assistance for direct expenses related to a current or recent disaster and/or for capacity-building and preparedness for future natural disasters. Sonoma County Animal Services (SCAS) was invited by ASPCA to apply for funds related to recent disasters and the likelihood of future disaster. On December 21, 2020 the Department received notice that SCAS was awarded a grant from ASPCA in the amount of $75,000.
Discussion:
Sonoma County Animal Services (SCAS) provides emergency services in response to disasters that threaten the safety and welfare of animals, both in Sonoma County and other jurisdictions that request emergency assistance, such as Lake County during the recent Valley fire disaster. SCAS is currently making preparations for anticipated winter flooding that may require urgent assistance to ensure the safety of animals in the flood zone.
Critical components needed to support rapid and efficient deployment of the animal services disaster response team are adequate Personal Protection Equipment and disaster training. Operationally, having an onsite-installed generator is critical to keeping the shelter operations running during the Planned Safety Power Shutdowns (PSPS) and other disaster related power outages.
On December 7, 2020 SCAS submitted an application to the American Society for the Prevention of Cruelty to Animals (ASPCA) for possible disaster grant funding. The application was for disaster supplies, training, and funds to offset the cost of a recently purchased and installed generator to support an effective and rapid response to natural disasters and other emergencies that affect animals and our operations. On December 21, 2020 the Department received notice that SCAS was to receive a grant. The award notification letter from ASPCA was accompanied by a check for $75,000, which is the full amount of the grant award.
