A)                     Authorize the Community Development Commission (hereinafter “CDC”), in coordination with and oversight by the Human Resources Department, to administer layoff procedures in accordance with the Salary Resolution and to mitigate the layoff, to the extent possible.

B)                     Adopt a resolution amending the Department Allocation List of the Community Development Commission to delete a 1.0 Full-Time Equivalent (FTE) Executive Secretary effective October 17, 2023.

C)                     Adopt a resolution authorizing budget adjustments to the Fiscal Year 2023-2024 Adopted Budget, Reflecting a Reduction of Salary/Benefits and Associated Transfers of $121,519 due to the Reduction of (1.0) Full-Time Equivalent (FTE) Position Allocation.

Executive Summary:

Historically the CDC has had an Executive Secretary position allocation. Through the last few executive directors, it has become clear that not enough work is available to sustain a 1.0 FTE allocation. To be fiscally prudent, CDC is seeking authority to eliminate 1.0 FTE allocation effective October 17, 2023, resulting in one layoff. The CDC is also requesting that the Board/Commission approve the implementation of the layoff procedures.

 

Discussion:

The Community Development Commission has existed in some form since 1970. Since then, it has gone through iterations based on changing state codes and procedures, until its current form and structure, authorized under California Health and Safety Code 34100 et seq. The CDC and the Sonoma County Housing Authority are separate legal entities from the County of Sonoma, and their regular employees are in unclassified status as County employees.

Although the reach of the CDC is vast, and the budgeting for all programs is complex, the department itself is small, with 54.5 employees currently. The CDC is not so large as to need many of the services that Executive Secretary allocations usually provide. The CDC seeks approval of this item, which will provide the CDC with the authority necessary to delete 1.0 FTE allocation from its fiscal year budget for 2023-24.

As County employees, CDC staff who have been notified of impending layoff may work with Human Resources staff to determine classifications for which they are eligible for consideration for a transfer or a voluntary demotion. Approval of the recommended action will authorize Human Resources to administer the County’s layoff mitigation policy and priority transfer employment list process.

Narrative Explanation of Fiscal Impacts:

A reduction in expenditures and associated Transfers/Reimbursements in appropriations are being requested for the FY 2023/24 Adopted Budget in the amount of $121,519. The layoff of the allocated (1.0) FTE position is due to the lack of work available for that position and not sought for the purposes of reducing the budget.
