Executive Summary:
As part of a multi-operator promotion of transit services in Sonoma County, this request seeks authorization to allow up to five “Fare-Free” days through Fiscal Year 22-2023. The purpose of this request is to promote “Fare-Free” transit to coincide with local events.
Discussion:
Sonoma County Transit’s first “Fare-Free” day would be Saturday, April 23, 2022 in celebration of Earth Day in downtown Santa Rosa and Butter and Eggs Day in Petaluma. The remaining “Fare-Free” days will be determined by Sonoma County Transit, in conjunction with Santa Rosa CityBus, Petaluma Transit, and the Sonoma County Transportation Authority. Joint marketing efforts will be made through existing transit operators’ budgets.
The “Fare-Free” days will help operators promote their services as they recover from ridership declines associated with COVID-19.
The amount of fare revenue loss for the five days is estimated to be less than $6,000. The current budget for FY 2022 and proposed budget for FY 2023 can accommodate this uncollected revenue.

Narrative Explanation of Fiscal Impacts:
The loss of revenue for the five fare free days is estimated at $6,000; $1,200 in FY 21-22 and $4,800 in FY 22-23. The revenue losses will be mitigated by Transportation Development Act funds.
