Executive Summary:
The Department of Public Infrastructure (SPI) is recommending the approval of an agreement with EBA Engineering to provide water quality and landfill gas monitoring services at the four former urban landfills commonly known as the Airport, Healdsburg, Roblar and Sonoma Landfills with a not-to-exceed amount of $187,665 per year, for a three-year term with two (2) optional one-year extensions. The contract will provide for water monitoring services at the four locations budgeted at a total of $60,745 per year, gas monitoring at Healdsburg Landfill budgeted at $9,440 per year; and miscellaneous costs for items such as retests, annual review, consultations, emergency services, expert testimony, and other additional services for unanticipated gas and water monitoring estimated at $117,480 per year.
Discussion:
The County has contracted to perform water quality and landfill gas monitoring services since 1995 as regulatory requirements for monitoring and reporting have increased and SPI does not have staff with the expertise to meet these requirements. Both federal and state regulations require that owners of closed landfills must monitor water quality and landfill gas and report monitoring results in order to safeguard the health and welfare of the public and the environment. California Code of Regulations Title 27 (CCR Title 27) and site-specific Waste Discharge Requirements (WDRs) issued by the Regional Water Quality Control Board set the regulatory standard for required environmental monitoring and reporting at these sites to ensure facilities are maintained in a manner protective of people and the environment during post closure. The County faces substantial legal penalties for failure to collect and report environmental monitoring data from the County closed landfill sites. The current Agreement for these services expires September 24, 2024, for a total of $132,013 per year.
On May 22, 2024, SPI issued a request for proposals for water and landfill gas monitoring services at the closed urban county landfills. Proposals from three different suppliers were received, reviewed, and ranked according to qualifications and quality of technical proposals submitted:

Upon completion of this review, EBA Engineering (EBA) was selected based on their technical qualifications and proposed costs.
EBA is a local California corporation and a certified small business enterprise, with more than 39 years of experience in the solid waste environmental field and their proposal demonstrated a level of capability and service that will allow them to perform the work in a manner that will meet the County's regulatory needs. SPI has worked with EBA for many years on several different environmental projects, including water and gas monitoring at the County's four closed urban landfills, and is satisfied with the high level of expertise and work performed.
The proposed agreement will provide for EBA to perform all work necessary for gas, water and leachate monitoring at the Healdsburg, Roblar, Sonoma and Airport closed landfills, including response services for emergency work at the request of SPI.
SPI requests approval and authorization for the Chair to sign an Agreement for Professional Services with EBA Engineering in the amount of $187,665 annually for three (3) years, with two (2) optional one-year extensions, to provide water quality and landfill gas monitoring services, and emergency services at the former urban landfills.

Narrative Explanation of Fiscal Impacts:
Total estimated value of work to be completed annually is $187,665. Appropriations for this work were included in the Fiscal Year 2024-25 Integrated Waste Former Urban Landfills (41123-34050300) adopted budget.
Funding for maintenance of these four former landfills is stipulated by the Landfill Settlement Agreement (LSA) between the County of Sonoma and the Committed Cities, which became effective April 1, 2015. The LSA directs the collection of Concession Fees on each ton of Municipal Solid Waste and Organic Waste that is received at one of five County-owned Solid Waste Facilities.
