Johannes J. Hoevertsz was initially appointed as the Director of Transportation and Public Works Department on October 3, 2017, for a three-year term. On October 6, 2020 the First Amendment to the Agreement was executed for an additional three-year term ending October 10, 2023. A Second Amendment to the Agreement was executed on January 25, 2022, that expanded Director Hoevertsz’ role to include Interim Director of General Services. Today’s recommended action establishes a new Personal Services Agreement for Mr. Hoevertsz to assume the newly created position of Director of Public Infrastructure, effective October 3, 2023 through October 3, 2026, at the “I” step of the position’s salary range.
Discussion:
Following a nationwide recruitment, Johannes J. Hoevertsz was appointed as the Director of Transportation and Public Works Department on October 3, 2017, for a three-year term. The First Amendment to the Agreement was executed for an additional three-year term to October 10, 2023.
In anticipation of the pending retirement of the Sonoma County General Services Director in early February 2022, a Second Amendment to Mr. Hoevertsz’s Agreement was executed to expand his role to include Interim Director of General Services. As part of the interim plan, the Board directed staff to assess the long-term operational and administrative feasibility of a permanent consolidation of the two departments, or whether a recruitment for a new General Services Director should be conducted.
Upon completion of the organizational assessment in August 2022, the Board of Supervisors approved the consolidation of General Services and Transportation and Public Works into a singular department. The newly consolidated department was then renamed to “Sonoma County Public Infrastructure,” in December of that same year.
With a workforce of 271.50 allocations and an adopted budget of $245 million for Fiscal Year 2023-2024, Sonoma County’s Public Infrastructure Department plans, builds, and maintains County-owned infrastructure. Additionally, the Department oversees a Capital Projects budget of $75 million. This includes critical transportation infrastructure, including over 1,300 miles of roads, bridges, and traffic signals, the Charles M. Schultz, Sonoma County Airport, and County-owned facilities, including the Veterans Memorial Buildings. The Department also operates countywide bus and paratransit services, eight solid waste disposal sites, and numerous, community owned street lighting, permanent roads, and community water districts. In addition, the Department provides a variety of internal service functions supporting all County departments, including Fleet Operations, Purchasing, and Facilities Development and Management.
Reporting to the Board of Supervisors, the Director of Public Infrastructure is responsible for providing leadership, direction, and oversight to staff engaged in work that supports the department’s mission to, “efficiently plan, build, maintain, and manage a resilient transportation infrastructure network, as well as County-owned facilities, vehicles, and equipment. In addition, Public Infrastructure supports the goals and objectives of Sonoma County departments and agencies through the procurement and maintenance of quality, cost effective facilities, vehicles, equipment, goods and services.”
Today’s recommended action establishes a new Personal Services Agreement for Director Hoevertsz to assume the newly created position of Director of Public Infrastructure, for a three-year term, effective October 3, 2023, through October 3, 2026, at the “I” step of the position’s salary range, $269,321.94 annually, and maintains his eligibility for benefits in accordance with the County’s Salary Resolution 95-0926.
