Executive Summary:

The Independent Office of Law Enforcement Review and Outreach (IOLERO) was established by county ordinance in 2016, and expanded in 2020 by Measure P.  The operational mission of IOLERO is to strengthen the relationship between the Sonoma County Sheriff’s Office (SCSO) and the community it serves through outreach and the promotion of greater transparency of law enforcement operations.

 

To accomplish this goal, IOLERO audits certain complaints against the SCSO, directly investigates a smaller set of high-consequence SCSO incidents and makes policy and training recommendations based on those audits and investigations.  IOLERO also works with a Community Advisory Council (CAC) to conduct comprehensive community engagement, promote community-driven policy recommendations, support systemic reform, and build community partnership in law enforcement operations. 

 

Today the Board is requested to receive the Fiscal Year 2022-23 IOLERO Annual Report which covers the period from July 2022 - June 2023.

 

 

 

Discussion:

Pursuant to past tradition, the Independent Office of Law Enforcement Review and Outreach (IOLERO) provides to the Board of Supervisors an annual report detailing its activities. This year’s report (FY 22’-23’) is attached as part of this agenda item, and includes:

                     Messages from the IOLERO Director and Community Advisory Committee (CAC);

                     An update on IOLERO’s legal authority;

                     IOLERO’s Budget and Staffing;

                     An Outreach Update;

                     General Background About IOLERO’s Auditing Work;

                     Observations and Trends From This Year’s Audits;

                     Description of the Cases Audited by IOLERO;

                     Biographies of CAC Members;

                     And a variety of appendices and web links providing opportunity to delve into the work of IOLERO and the CAC in greater detail.

A written response from the Sheriff’s Office is also attached to this agenda item.
