Recommended action

Adopt a resolution authorizing the Director of the Human Services Department to execute contract #MS-2021-11 with the State of California Department of Aging to receive funding for the Multipurpose Senior Services Program for a total amount of $856,992. This will benefit the community by providing case management services to Medi-Cal eligible older adults who are frail and at risk of institutionalization, connecting them with the services and supports needed to age in place independently and safely.

Executive Summary:

The Human Services Department receives funding from the State Department of Aging on an annual basis, and the State requires that each grant have a separate resolution adopted by the Board of Supervisors to receive the funds.

 

This agreement with the California Department of Aging contains funding for the Multipurpose Senior Services Program (MSSP) to operate in Sonoma County. MSSP is operated with state and federal funds under a Medicaid Waiver, with a total funding amount of $856,992 for Fiscal Year (FY) 2020-21.

 

Discussion:

The Human Services Department receives funds from the California Department of Aging to operate the MSSP with the goals of preventing placement in nursing facilities and fostering independence and dignity for older adults. The program provides case management services to Medi-Cal eligible older adults who are frail and at risk of institutionalization. MSSP manages a caseload of approximately 165 individuals each month, and in FY 2019-20, services were provided to a total of 204 older adults. The Standard Agreement #MS-2021-11 with the California Department of Aging for Fiscal Year (FY) 2020-2021 contains $856,992 in funding for the MSSP program, which supports existing staff and administration costs for the program.

July 9, 2019 - Board adopted resolution #19-0280 to accept revenue for the Area Agency on Aging Plan Standard Agreement for the Multipurpose Senior Service Program for FY 2019-2020.

Narrative Explanation of Fiscal Impacts:

This revenue is in the Fiscal Year 2020-2021 adopted County budget. It should be  noted that there is pending budget legislation for the FY 20-21 state budget at this time. If the CA legislature passes the budget with MSSP funding included, the Governor may veto the whole budget, pass the whole budget, or pass the budget but line-item veto the section for MSSP funding.
