Executive Summary:

The Department of Health Services (DHS) is seeking Board of Supervisors approval for an agreement which would typically fall under Department Head execution authority; however, the vendor is requesting indemnification language which requires Board approval.

The agreement with Children’s Museum of Sonoma County will provide facility rental and related services to the Department for its bi-annual Nurse-Family Partnership client graduation ceremony. This event celebrates the achievement of the clients and families who have participated in the Nurse-Family Partnership program for nearly two-and-a-half years. The agreement is for the period of April 29, 2025, through April 28, 2027, for a not to exceed amount of $1,250.

 

Discussion:

Children’s Museum of Sonoma County

The Department of Health Services (DHS) seeks authorization to execute an agreement with Children’s Museum of Sonoma County (CMSOC) for facility rental and related services for the period of April 29, 2025, through April 28, 2027, at a not to exceed amount of $1,250.  CMSOC is seeking indemnification from the County, an action which requires approval from the Board. The agreement has been reviewed by Counsel and Counsel concurs with recommending the Board approve authorizing the DHS Director to enter and execute the agreement. DHS intends to hold five graduation ceremonies for participants over the next two years.

Under this agreement, CMSOC will provide facility rental and related services to DHS for Nurse-Family Partnership (NFP) graduation ceremonies. The graduation events recognize and celebrate the growth and achievements of families who have completed the NFP program and committed to the program for approximately two-and-a-half years. The CMSOC is an ideal venue for NFP graduation ceremonies. Designed for children and their caregivers, the CMSOC provides hands-on engagement and learning through play with a focus on art, nature, and science. The space is equipped to hold all attendees and engage children and their families in joyful activities that develop foundational skills, create lasting memories, and spark a love of learning. The CMSOC has been a strong partner of NFP and DHS’ Home Visiting Programs. The Museum regularly hosts clients at the museum, including NFP’s monthly bilingual new parent and baby group, and CMSOC staff are active participants on the Sonoma County Nurse Home Visiting Community Advisory Board.

Nurse-Family Partnership is an evidence-based nurse home visiting model that works with first-time, low-income pregnant people. Clients enroll prior to 28 weeks of pregnancy and work with their nurse home visitor up until their child’s second birthday. NFP nurses provide families with education about pregnancy, childbirth, breastfeeding, child development and nutrition; and connect families to community resources the support their health, education, and economic self-sufficiency. NFP has been shown to improve birth outcomes, reduce child abuse/neglect, increase immunization and breastfeeding rates for infants, and increase child developmental screenings and referrals.  Evidence also shows that the protective factors from enrollment in the program last well beyond childhood with higher rates of educational attainment and lower incidence of risk factors such as illicit drug use and obesity.

The NFP program culminates in a graduation ceremony to recognize and celebrate the growth and achievements of families who have completed NFP and committed to the program for approximately two and a half years. Two graduation ceremonies are held each year with several dozen parents/caregivers, their children, and families/support systems.

The proposed agreement is funded by the California Department of Public Health’s California Home Visiting Program State General Fund Evidence-Based Home Visiting. On November 20, 2024, the Department was notified of awarded funding of $1,495,329.19 under the State General Fund Evidence-Based Home Visiting grant for a term of July 1, 2024, through June 30, 2025. The availability of State General Funds is based upon funds appropriated in each respective FY (2024-2025) Budget Act.

On July 23, 2024, the Board adopted a resolution delegating authority to the Director of Health Services, or designee, to accept funding allocations for the County of Sonoma and execute revenue agreements, amendments, and related documents received in fiscal year 2024-2025 as necessary to receive revenue from California state and Federal agencies directly or their third-party administrators for various terms with some being for multiple years, subject to review and approval as to form by Counsel.

Narrative Explanation of Fiscal Impacts:

The proposed $1,250 for Children’s Museum of Sonoma County event services was included in the FY 2024-2025 adopted budget. Funding is provided by the California Department of Public Health’s California Home Visiting Program State General Fund Evidence-Based Home Visiting grant, through the grant ending period of April 28, 2027. The FY 2025-2026 Recommended Budget request includes appropriations for the full fiscal year. The last year of the grant will be covered in the FY 2026-2027 budget request.
