B) Certify compliance with the State of California’s Community Development Block Grant Disaster Recovery Infrastructure (CDBG-DR-Infra) Program’s Urgent Need National Objective in order to close the following grants associated with 2017 disaster recovery projects: DR-INF 1 Streetlight Damage; DR-INF 2 County-wide Guardrail Replacement: DR-INF 3 STS Airport Generator, and DR-INF 4 Maintenance Yard Generator.

Executive Summary:
The Sonoma County Department of Public Infrastructure (PI) is seeking Board adoption of two resolutions to support the effective administration and timely closeout of State of California Community Development Block Grants (CDBG) related to disaster recovery and preparedness. The first resolution authorizes the Director of PI to manage a grant and execute all necessary documents related to CDBG Grant 17-MITPPS-21025, a $500,000 award initially managed by the Department of Emergency Management (DEM) to conduct a Community Resilience Centers Needs Assessment. Responsibility for this grant has been transferred to PI to ensure timely project delivery. The second resolution certifies that funded projects associated with 2017 disaster recovery efforts meet the urgent need national objective, which is a requirement to closeout four completed CDBG grants. These actions will ensure proper oversight and compliance with state grant requirements.
The grant resolutions and project specifics are consistent with the Board’s January 10th, 2025 commitment to support all those who are in need and are eligible for services regardless of immigrant status.
Discussion:
The Department of Public Infrastructure (PI) is responsible for managing several CDBG grants on behalf of Sonoma County for disaster mitigation and recovery projects. PI staff is requesting adoption of two resolutions required by the State.
The first resolution will authorize the Director of the Department of Public Infrastructure to serve as Project Manager for Community Development Block Grant (CDBG) 17-MITPPS-21025. This $500,000 grant, awarded to the County in October 2021, funds a Community Resilience Centers (CRC) Needs Assessment and Feasibility Study. Once complete, the Study will provide site location analysis, a preliminary scope of work, and cost estimates for design and construction of Community Resilience Center(s). The goal of CRCs under this grant program is to establish a cost-effective, distributed network of dedicated, community-based, logistics and operational support facilities and resources that can support dynamic community-level disaster response for the Sonoma Operational Area. The facilities will house immediate-need disaster response supplies/equipment, potentially serve as critical incident management and support sites and support community disaster preparedness engagement and readiness. This network of facilities will maximize the ability to support and deploy equipment and supplies currently stored in non-optimal locations and conditions. The CRCs represent an important first step towards achieving the long-term goal of developing geographically optimal County community service centers. While the Department of Emergency Management (DEM) was the original applicant, the project has been transferred to PI because the Department has the technical expertise and staffing capacity to complete the project by the May 31, 2027 finalization date agreed to with the State. To formally designate PI as the project lead and update the project completion delivery date of May 31, 2027, the State of California requires adoption of a Resolution by the Board. Approval of this item will ensure continuity of project implementation and enable the County to receive timely grant reimbursements.
The second resolution is required by the State of California as part of the close-out process for four disaster recovery grants awarded to Sonoma County in May 2021. These grants provided funding for the following projects:
1. DR-INF 1 - $72,536 for the local cost share of the FEMA Public Assistance County Lighting Project.
2. DR-INF 2 - $12,411 for the local cost share of the FEMA Public Assistance Guardrail Project.
3. DR-INF 3 - $119,820 for the local cost share of the FEMA Airport Generator project under the Hazard Mitigation Grant Program (HMGP).
4. DR-INF 4 - $62,247 for the local cost share of the Santa Rosa Road Yard Generator project under the HMGP.
All four projects have been completed and the related assets are in service. The Board authorized closeout of all four projects by resolution on February 25, 2025. As part of the required grant assurances, the County must adopt an Urgent Needs Resolution certifying that the projects were designed to address conditions posing a serious and immediate threat to public health and welfare resulting from the 2017 disasters, that such conditions were of recent origin, and that other funding sources were not available at the time of application.

Narrative Explanation of Fiscal Impacts:
There is no direct fiscal impact as a result of this Board Action. Appropriations, including the General Fund local match for Grant 17-MITPPS-21025 are included in the FY 25-26 Capital Projects budget and will roll over to the FY 26-27 Capital Project Budget.
