A) Authorize the Chair of the County Board of Supervisors to execute a funding agreement with the Town of Windsor for the County to provide funding toward the Bluebird Center Parking Lot Project in an amount not to exceed $421,745 using District 4 Infrastructure Funds through December 31, 2025.
B) Adopt a Budget Resolution increasing $421,745 in revenue and expenditure appropriations for Fiscal Year 2024-2025.

Executive Summary:
This item seeks the Board's authorization to use $421,745 of the District 4 Infrastructure funds for parking improvements at the Town of Windsor’s Bluebird Center Resiliency Hub-ADA Paving Project and for the Chair of the County Board of Supervisors to execute an agreement in the amount of $421,745 with the Town of Windsor to receive the funds and complete the project.
Discussion:
The 2017 fires revealed critical gaps in our community's disaster preparedness and response strategies. Working to strengthen these gaps, the Town of Windsor is partnering with Nuestra Communidad to expand the Bluebird Center Site into a full resilience hub for Sonoma County.
The Bluebird Center property, located at 25 Bluebird Drive, Windsor, provides preschool programming on Monday through Thursday from 9 am and is the newly established headquarters for Nuestra Comunidad. Their mission, “…is to improve the health, safety, and well-being of the community by delivering equitable programs that promote health and safety, improve quality of life, and foster a culture of preparedness.” Their organization’s programs are focused on building more resilient communities through community-focused disaster preparedness, 9-1-1 awareness, health and wellness, mental health, and youth leadership programs.
Through its long-term lease agreement with Bluebird Center, Nuestra Communidad will provide emergency preparedness and response services that serve the Town of Windsor and Sonoma County. Thus, it is creating a public/private partnership to expand this site into a full resiliency hub in Windsor for Sonoma County as a progress and forward-thinking model to build a stronger community. Improving the parking lot infrastructure will allow Nuestra Communidad to expand services for ADA community members and increase programming through a more accessible parking lot.
Currently, the parking lot is gravel, which is not ADA-compliant. To fully meet the needs of the response and resiliency center, the project will repave the entire parking lot and adjacent sidewalks to ADA-accessible for the safety of the public, to achieve the various response needs of the community, and to broaden the program abilities of the Nuestra Comunidad.
The Hub will not only serve as a resource during "blue sky", non-emergency days but will become a critical asset in times of local emergencies, providing necessary support and resources to all county residents.
The Town of Windsor will coordinate the project through their competitive bidding process and following all California Uniform Public Construction Cost Accounting Act (CUPCCAA) requirements as outlined in the agreement, as executed by the Chair.

Narrative Explanation of Fiscal Impacts:
During the FY 2023-24 Budget Hearings, the Board set aside $4 million each for Districts 1, 2, 4, and 5. Use of $421,745 in District 4 Infrastructure Funds is requested with this Board Item. The Department of Emergency Management will act as the fiscal agent and contract manager with the Town of Windsor to receive the funds.
