Executive Summary:
The recommended action is for the Board to authorize the Chief Probation Officer to execute a one-year agreement with the Seneca Family of Agencies (Seneca) for Intensive Case Management (ICM) Services to youth and their families involved in the Juvenile Justice system.
Discussion:
Intensive Case Management (ICM) services support youth and their families involved in the justice system when youth are stepping down from a residential placement such as Juvenile Hall or community-based residential treatment, or are struggling in at least two life domains serious enough that their behaviors may eventually result in home removal. ICM services link youth to mental health, educational, and community services in an effort to reduce risks and increase stability. Probation has utilized ICM services as an intervention for youth since 2015. ICM serves approximately 38-40 youth per year with each case lasting approximately 3-6 months. The ICM Program promotes healthy and positive interactions within the family, school, and community context through the provision of parent education, behavioral coaching, and the development and strengthening of the Child and Family Team (CFT).
Probation has a current agreement with Seneca for ICM Services, which was related to a successful Request for Proposal (RFP) process. The term for this contract ended June 30, 2026. Purchasing approved a Single Source Waiver to contract with Seneca for one additional year. Current legislative changes in this area may affect future contract terms, so Probation is recommending a one-year contract to ensure uninterrupted ICM services for youth and families while the Department evaluates these changes, determines future service needs, and completes a new procurement process for services based on the evolving legislative and regulatory requirements.

Narrative Explanation of Fiscal Impacts:
ICM services are funded by Juvenile Probation Activities Realignment, the source of which is California State Vehicle License Fees. ICM is an upstream investment, and supports a safe, healthy and caring community. Funds for this contract have been included in Probation’s FY26-27 Adopted Budget.
