Executive Summary:
Under this proposed agreement, Sonoma County Water Agency (Sonoma Water) seeks to improve the long-term reliability of infrastructure throughout Sonoma Water’s water transmission system by evaluating the effectiveness of the existing corrosion protection systems, identifying deficiencies, and developing a strategy to implement improvements.
Discussion:
HISTORY OF ITEM/BACKGROUND
Sonoma Water owns, operates, and maintains over 80 miles of large diameter pipelines which are used to convey potable drinking water to residents in Sonoma County and Marin County. The pipelines are made of cement mortar lined and coated steel pipe. Installation dates range from the late 1950’s through the early 2000’s. Corrosion protection measures generally reflect the conventions at the time of construction.
Sonoma Water also owns and operates six Ranney collector wells located along the Russian River that provide water for the transmission system. All six collectors utilize an impressed current corrosion protection system to protect metallic components. In addition, Sonoma Water’s above-ground steel tanks serve to provide storage and pressure throughout the water transmission system. Tanks are individually supported by a steel-reinforced concrete slab and have an epoxy coated interior and exterior. Tanks are also protected by an impressed current corrosion protection system.
Impressed current systems require periodic testing and calibration to ensure they are providing adequate corrosion protection to metallic structures. Changes in soil, water chemistry, failed equipment, and nearby pipelines from other utilities can affect the level of protection provided. Testing can also help identify where corrosion may be occurring.
SELECTION PROCESS
Accurate Corrosion Control, Inc (Consultant) was selected from a list of qualified consultants developed from a competitive selection process. Attached is a memo that explains the competitive selection process.
Consultant was selected for the subject work because of their extensive experience performing corrosion protection engineering services for water, wastewater and natural gas utilities across the United States. Notably, the Consultant has extensive experience working with PG&E’s gas division in Northern California, which will benefit Sonoma Water’s ongoing coordination efforts with PG&E.
SERVICES TO BE PERFORMED
Under the agreement, Consultant will evaluate the effectiveness of the existing corrosion protection systems, identify deficiencies, and develop a long-term corrosion protection strategy and program. The cost of services will not exceed $285,542; the term end date is July 31, 2028.
Through the agreement, the General Manager will be delegated the authority to approve a written amendment to extend the term of the agreement for up to two additional years by providing written notice to the other party thirty days in advance of the expiration date and by executing an agreement amendment.
