Executive Summary:

On June 8, 2021 the Office of Equity entered into a contract with Equity & Results, LLC for a Racial Equity Learning Program and to apply a Results Based Accountability model to track internal and external progress in addressing disproportionate outcomes using a set of specific indicators and metrics. Equity & Results uses antiracist principles to transform how systems work and strategically disrupt common practices that perpetuate inequities and replace them with actions that address the root causes of the problem and lead to improved outcomes. On July 27, 2021, the Board of Supervisors approved a $35,625 increase reflecting the changed scope of work related to ARPA implementation, but inadvertently the agenda item did not authorize an amendment to the not-to-exceed contract amount.  In addition, Human Resources also recommends that the contract be amended to add an in-person training for the SoCo Higher Program, with funds from Human Resources.

 

Discussion:

On July 27, 2021, the Board directed the Office of Equity to expand its existing contract (in the amount of $391,900) and approved a $35,625 increase with Equity & Results to work with Human Services and to create the ARPA Equity Workgroup in order to set priority areas and create performance metrics to support the equitable distribution of ARPA funds.  This work was not part of the original contract scope, but was included given time sensitivities and has been completed under the existing contract, within the current not to exceed amount. The total amount of the contract must now be increased to ensure other work scoped to be completed later in the fiscal year is included in the contract.  Staff recommends that the previously approved contract costs of $35,625 in FY 21-22 for data technical assistance to support an equitable ARPA fund allocation now be reflected in the Board’s approval of the amended not-to-exceed amount in the contract.

 

Human Resources also requests an amendment to this contract to include the costs of a full day of training in its SoCo Higher leadership program to cultivate individual and collective racial equity leadership skills for its participants.  Equity & Results’ training consultants will supplement the work of the SoCo Higher trainers in order to reflect the Board’s direction under that Racial Equity & Social Justice Strategic Planning Pillar. Human Resources will be providing appropriation for the remaining $3,750 increase from the original contract price.

 

This item authorizes the increase in the not-to-exceed amount of the contract from $391,900 to $431,275.

This already approved investment achieves the first phase of critical Anti-Racist Results Based Accountability work in furtherance of the ARPA legislation and the Board’s strategic priorities.

Narrative Explanation of Fiscal Impacts:

In its effort to ensure equitable distribution of American Rescue Plan Act (ARPA) funds the Board previously approved contract costs of $35,625 in FY 21-22 for data technical assistance with ARPA funds. Human Resources will absorb $3,750 to cover costs associated with an additional in-person training added to the scope. This item authorizes the increase in the not-to-exceed amount of the contract.
