Approve the following Countywide Appointments:

A)                     Approve the appointment of John Maitland to Regional Measure 3 Independent Oversight Committee for a four-year term beginning September 12th, 2023, through September 12th, 2027.

B)                     Approve the appointment of Steve Birdlebough to Regional Measure 3 Independent Oversight Committee for a four-year term beginning September 12th, 2023, through September 12th, 2027.

Executive Summary:

The Board of Supervisors are responsible for appointments to over 75 Boards, Commissions, Committees, and Task Forces. Vacancies and upcoming expiring appointments are posted on the County’s list of Boards, Commissions, Committees, and Task Forces website: <https://sonoma-county.granicus.com/boards/w/808bd6e42edf8e0f>.

 

Rule 50 of the Board Rules of Procedures states that the Clerk of the Board shall convene staff to review prospective countywide appointments and make appointment recommendations to the Board. The current item submits recommendations for the Regional Measure 3 Independent Oversight Committee. (Countywide)

 

Discussion:

Approve the appointments of John Maitland and Steve Birdlebough to the Regional Measure 3 Independent Oversight Committee.  John Maitland and Steve Birdlebough are eligible to serve on the Regional Measure 3 Independent Oversight Committee according to the restrictions listed in California Streets and Highways Code Section 30923(h)(3), which states: 

 

“A representative appointed to the oversight committee shall not be a member, former member, staff, or former staff of the commission or the authority, shall not be employed by any organization or person that has received or is receiving funding from the commission or the authority, and shall not be a former employee or a person who has contracted with any organization or person that has received or is receiving funding from the commission or the authority within one year of having worked for or contracted with that organization or person.”

 

John Maitland brings nearly 40 years’ experience in design, development, construction, and the delivery of transportation projects for the Sonoma County Transportation and Public Works Department (now Public Infrastructure department).  John Maitland is graduate of Cal Poly with a B.S in Transportation (civil) Engineering and also earned a M.S. from Golden Gate University in Construction and Project Management. John Maitland has interest in public projects and the overall public good that government provides.

 

Steve Birdlebough is a retired attorney.  Since 2003 he has worked to encourage transit-oriented developments and restore rail service in the San Francisco North Bay.  He serves on the Citizens Advisory Committee for the Sonoma County Transportation Authority, and for many years served on the Citizen Oversight Committee for the Sonoma Marin Area Rail Transit District. Mr. Birdlebough served as Deputy District Attorney, had a law practice in Shasta County, and served as legislative liaison for State Judicial Council in Sacramento as Chief Council for the California Assembly Judiciary Committee.

 

The Regional Measure 3 Independent Oversight Committee shall annually review the expenditure of funds by the Authority for the projects and programs specified in SHC § 30914.7 and prepare and submit a report to the transportation committee of each house of the Legislature summarizing its findings for the Bay Area Toll Authority.

 

The Regional Measure 3 Independent Oversight Committee is composed of two representatives from each county within the jurisdiction of the Metropolitan Transportation Commission (Alameda, Contra Costa, Marin, Napa, San Mateo, Santa Clara, Solano, and Sonoma). Each representative shall be appointed by the applicable County Board of Supervisors and serve a four-year term. There is a two-term limit.

Fiscal Summary

Narrative Explanation of Fiscal Impacts:

Individual members of the RM3 Committee shall each be eligible to receive a stipend of $50 per meeting of the Committee with a maximum of four meetings per year. Members of the committee may be reimbursed for actual travel expenses, related bridge tolls, parking fees and actual expenses for use of public transit will be reimbursed, for a maximum of four meetings per year.  The mileage reimbursement rate is the rate allowable by the Internal Revenue Service when a personal vehicle is used.  All requests for stipend and reimbursement of expenses shall be submitted quarterly to the RM3 Committee staff liaison and processed according to the procedures established by the Metropolitan Transportation Commission’s Executive Director.
