A)                     Authorize the Director of Health Services, or designee, to execute a revenue agreement with Advocates for Human Potential, Inc. to accept revenue in support of identifying and rehabilitating local buildings to expand behavioral health treatment infrastructure in the county in the amount of $150,000 through December 31, 2022, and any amendments that do not substantially change the scope of work or increase the funding amount.

B)                     Adopt a budget resolution authorizing budgetary adjustments to the fiscal year 2022-2023 adopted budget to reflect additional revenues and expenditures supporting Behavioral Health Continuum Infrastructure Program activities in the amount of $75,000 within the Department of Health Services to augment an already existing allocation of $75,000.

Executive Summary:

The Behavioral Health Continuum Infrastructure Program (BHCIP) is funded by the California Department of Health Care Services (DHCS) Community Services Division and administered by Advocates for Human Potential, Inc. (AHP). The goal of BHCIP is to expand behavioral health infrastructure throughout California by investing in the rehabilitation, acquisition, and construction of properties that will offer greater access and equity to children, youth, seniors, and adults with behavioral health needs.

BHCIP funding will be distributed in six grant rounds. The Behavioral Health County and Tribal Planning Grant is the second round of available BHCIP funding. These planning grants will support BHCIP planning activities for the acquisition and expansion of behavioral health infrastructure in California.

On January 4, 2022 the Department of Health Services (“DHS” or “the Department”) received a planning grant award from DHCS in the amount of $150,000. This item requests approval to execute the revenue agreement with AHP, the BHCIP administrative entity, in order to receive grant funds.

This item also includes a request for approval of a budget adjustment to the fiscal year 2022-2023 adopted budget to increase revenues and expenditures associated with BHCIP in the amount of $75,000.

 

Discussion:

Through the Behavioral Health Continuum Infrastructure Program (BHCIP), the California Department of Health Care Services (DHCS) aims to reduce homelessness, incarceration, unnecessary hospitalizations, and inpatient days and improve outcomes for people with behavioral health conditions by expanding access to community-based treatment. DHCS proposes to invest in the expansion of beds, units, or rooms by building new behavioral health continuum infrastructure and expanding capacity. These resources would expand the continuum of services by increasing capacity for short-term crisis stabilization, acute and sub-acute care, crisis residential, community-based mental health residential treatment, substance use disorder residential treatment, peer respite, mobile crisis, community and outpatient behavioral health services, and other clinically enriched longer-term treatment and rehabilitation opportunities for persons with behavioral health disorders in the least restrictive and least costly setting.

BHCIP funding will be distributed in six grant rounds. The Behavioral Health County and Tribal Planning Grant is the second round of available BHCIP funding. These planning grants will support BHCIP planning activities for the acquisition and expansion of California behavioral health infrastructure, through the creation of grantee action plans. Each grantee will create an action plan outlining their BHCIP project’s specific goals, timeline, objectives, and strategies. The action plan will address the construction and/or rehabilitation or expansion of existing facilities and show how the project will fill gaps in service capacity. The action plan will also address operational oversight and long-term management of the facility. Grantees are to review and prioritize local needs that are in alignment with state priorities, drawing from new or existing needs assessment data, reflecting the estimated number of people who are experiencing homelessness and/or have a serious mental illness, substance use disorder, and/or co-occurring disorder, and other state-identified priority populations.

Other elements of the action plan include an outline of partnerships, a staffing plan with a focus on recruiting and retaining diverse and multicultural staff, and resources needed to implement the action plan. After completion of the action plan, any unused grant funds may be used for approved pre-development activities. This may include feasibility studies, architectural and engineering plans, community engagement, and related tasks that advance a county’s project plan.

To carry out the work of the planning grant, DHS intends to enter into an agreement with the Glen Price Group for grant-writing services in the amount of $75,000. DHS also plans on contracting with a yet-to-be-determined vendor for project coordination services in the amount of $75,000, which may include, but are not limited to: convening planning meetings, drafting plan materials, conducting background research and infrastructure needs assessment(s), and developing educational and outreach materials to assist with engaging stakeholders.

Narrative Explanation of Fiscal Impacts:

The Department’s FY 22-23 adopted budget included $75,000 for services related to the BHCIP Planning Grant. Additional appropriations of $75,000 for FY 22-23 will be added to the budget via the attached budget resolution.
