Executive Summary:
On February 21, 2022, the District Attorney’s Office was notified its project was selected to receive funding for the 2022 National Crime Victims’ Rights Week (NCVRW) Community Awareness Project. The events will take place during NCVRW, April 24 - 30, 2022. Board approval and authorization is requested to allow the District Attorney to accept the grant award of up to $5,000 for advertising, planning, preparation, and execution of the week’s events. Advertising will occur over radio, buses, social media, newspapers, and school district newsletters. Targeted mailings and outreach will include Santa Rosa Junior College and Sonoma State University. Materials will be distributed at schools, head start programs, child development centers, food banks, Salvation Army, victim-centered services providers, and behavioral health agencies. Funds will also be used to purchase giveaways for the outdoor fair taking place on April 30, including small tote bags and whistles.
The National Crime Victims’ Rights Week (NCVRW) Community Awareness Project seeks to raise public awareness for and during National Crime Victims’ Rights Week, April 24 - 30, 2022.
Discussion:
Beginning in 1981, the observance of National Crime Victims’ Rights Week (NCVRW) during the month of April provides the United States the opportunity to honor survivors and to promote crime victims’ rights and services.
This week is dedicated to learning about victimization, the effect victimization has on individuals, families, friends, and the community, and to promote laws, policies, and programs to help victims of crime. The annual event highlights the important voices of crime survivors and the countless service providers and first responders who work tirelessly to support them. Every year, thousands of communities across the nation honor the dedication of those that established victim rights and renew the commitment to guarantee that all victims have the rights and services they need to recover from crime.
The National Association of VOCA Assistance Administrators (NAVAA), in cooperation with the Office for Victims of Crime, sought proposals for innovative and collaborative approaches to promoting community‐wide public awareness of the rights and available services for victims of all types of crimes during National Crime Victims’ Rights Week (NCVRW), April 24-30, 2022. The 2022 NCVRW theme is “Rights, access, equity for all victims.”
Approximately 47 communities are awarded up to $5,000 each in reimbursement for approved NCVRW public awareness activities through the NCVRW Community Awareness Project. Over the past 15 years, the NCVRW Community Awareness Project has supported more than 1,100 community projects to raise general public awareness about victims’ rights and services. Within many of these communities, “traditional” NCVRW events were enhanced by the collaborative partnerships that were formed during the planning phase of each project.
For the District Attorney’s Office, project funds will be used to host a community fair to focus on services available to Victims of Crime. The Victim Services Division will partner with the Family Justice Center Sonoma County (FJCSC), YWCA, Verity, California Parenting Institute, Council on Aging, and the Family Youth and Children’s Services Division of the Sonoma County Human Services Department to create a countywide campaign to highlight Victim Rights Week. The proposed events will target the Sonoma County population at large to increase awareness of services available to victims of all crimes.
Workshops around various types of victimization will be hosted via a virtual platform to allow for a larger audience of community members and community agency partners to be able to attend. The goal will be for each agency to host a presentation about various types of victimizations; Domestic Violence, Sexual Assault, Child Abuse/Trauma, Elder Abuse, and general crimes. General crimes will include victims of drunk drivers, identity theft, hate crimes, etc.
On Saturday, April 30th, the virtual events culminate with an in-person community fair to be held at the FJCSC. Partner agencies, along with health care centers, Sonoma County’s Department of Public Health, Human Services Department, Social Advocates for Youth, VOICES, and other community agencies, will be invited set up booths where the general public and service providers can come and get information, goodies, and food. The community fair will symbolize the conclusion of Victim’s Rights Week and offer an opportunity for victims to see the supportive nature of the community.
