Executive Summary:
Sonoma County Public Infrastructure (SPI) requests that the Board approve two maintenance agreements with Caltrans for State Route 116 in downtown Guerneville, between Brookside Lane and Old River Road, and delegate authority to the Director of Public Infrastructure to execute both agreements.
The Delegated Maintenance Agreement (DMA) delegates responsibility for litter and debris maintenance to the County and provides the County reimbursement from Caltrans of actual and necessary costs up to $10,000 annually. The Project Specific Maintenance Agreement (PSMA) establishes the County maintenance responsibilities for specified complete streets features and enhancements within State right of way.
Discussion:
Caltrans served as the lead agency for a project to improve pedestrian accessibility and safety along State Route 116 in downtown Guerneville. The project extends from Brookside Lane to Old River Road and includes ADA-compliant sidewalk improvements, intersection bulb-outs, pedestrian lighting, and pedestrian hybrid beacons at the Mill Street and Church Street intersections.
The project improvements are nearing completion, but before construction can be finalized Caltrans and the County must enter into two agreements establishing ongoing maintenance responsibilities: a Delegated Maintenance Agreement (DMA) and a Project Specific Maintenance Agreement (PSMA).
The proposed DMA delegates responsibility to the County for litter and debris maintenance along approximately 0.4 mile of State Route 116. Covered activities include debris and carcass pickup, sweeping, litter pickup, spill response, graffiti removal, and miscellaneous litter and debris maintenance. Caltrans will reimburse the County for actual and necessary costs incurred under the DMA, up to a maximum annual authorized expenditure of $10,000.
The proposed PSMA establishes ongoing maintenance responsibilities for the complete streets features and enhancements identified in Exhibit A of the agreement. Under the PSMA, the County will maintain specified ornamental streetlights and associated appurtenances, street furniture, bicycle racks, trash receptacles, flag pole sleeves, street trees, tree wells, planters, landscaping, and irrigation systems. The County would also be responsible for electricity costs for the ornamental streetlights.
Both agreements require maintenance activities performed within State right of way to comply with applicable State standards and contain applicable insurance and indemnification provisions. Approval of the agreements will formalize the respective ongoing maintenance responsibilities of Caltrans and the County and will allow Caltrans to complete and close out the construction phase of the State Route 116 improvement project.
SPI requests the Board adopt a resolution approving the proposed Delegated Maintenance Agreement and Project Specific Maintenance Agreement with the State of California Department of Transportation (Caltrans) for State Route 116 in downtown Guerneville between Brookside Lane and Old River Road and delegate authority to the Director of SPI to execute both agreements.
