A) That the Board of Supervisors designate the following as authorized agents to be filed with the California Governor’s Office of Emergency Services (Cal OES) for the purpose of obtaining disaster and federal financial assistance:
i. County Administrator and Assistant County Administrator
ii. Emergency Management Director and Deputy Director
iii. Information Systems Department Director and Deputy Director
iv. Permit Sonoma Director and Deputy Director
v. Public Infrastructure Director and Deputy Director
vi. Regional Parks Director and Deputy Director
vii. Department of Health Services Director and Assistant Director
B) Authorize the Chair to execute the “Designation of Applicant’s Agent Resolution for Non-State Agencies Form” (Cal OES Form 130) on behalf of the County of Sonoma, for the authorized agents above.
C) That the Board of Commissioners of the Community Development Commission designate the Community Development Commission Executive Director and Assistant Director as authorized agents to be filed with the California Governor’s Office Of Emergency Services (Cal OES) for the purpose of obtaining disaster and federal financial assistance.
D) Authorize the Chair to execute the “Designation of Applicant’s Agent Resolution for Non-State Agencies Form” (Cal OES Form 130) on behalf of the Community Development Commission, for the authorized agents above.

Executive Summary:
The item authority to file required forms with the California Governor’s Office of Emergency Services (Cal OES), to designate and authorize certain agents for the purpose of obtaining and/or maintaining disaster and federal financial assistance and grants. Cal OES requires this designation be updated every three years. Your Board last made these designations in 2020 in conjunction with the acceptance of Federal Emergency Management Agency (FEMA) awards and an update to Cal OES regarding existing FEMA disaster claims. This resolution will re-authorize designations that were approved through those separate actions and combine certain designations for efficiency purposes to meet Cal OES requirements.
The agents being authorized by this resolution include:
• County Administrator and Assistant County Administrator
• Emergency Management Director and Deputy Director
• Information Systems Department Director and Deputy Director
• Permit Sonoma Director and Deputy Director
• Public Infrastructure (formerly Transportation & Public Works Department and General Services Department) Director and Deputy Director
• Regional Parks Director and Deputy Director
• Department of Health Services Director and Assistant Director
• Community Development Commission Executive Director and Assistant Director
Discussion:
The Board of Supervisors previously designated authorized agents via separate actions, all pertaining to specific financial assistance mechanisms. These included in April 21, 2020, designating Directors of the Emergency Management, Public Infrastructure Transportation and Public Works, Permit Sonoma, Information Systems Department, and the Community Development Commission in relation to Hazard Mitigation Grant Program grants from FEMA, and again in November 17, 2020, designating Regional Parks personnel as it relates to FEMA’s Pre-Disaster Mitigation Program.
Cal OES allows for a universal designation that is effective for all open and future disasters for a three-year period. Completion of Cal OES Form 130 will allow the County and CDC to take advantage of a single authorization process that can be reauthorized as one effort every three years. The authorization will allow the designated departments and the CDC to maintain their designations for existing funding programs as well as authorize the pursuit of future funding opportunities, which will streamline FEMA and disaster funding opportunities. Future actions and approvals by your Boards may be required with regard to specific grants and funding opportunities, as appropriate.
The funding sources authorized by this designation include:
Federally declared Disaster (DR), Fire Mitigation Assistance Grant (FMAG), California State Only Disaster (CDAA), Immediate Services Program (ISP), Hazard Mitigation Grant Program (HMGP), Building Resilient Infrastructure and Communities (BRIC), Legislative Pre-Disaster Mitigation Program (LPDM), Flood Mitigation Assistance Program (FMA), National Earthquake Hazards Reduction Program (NEHRP), and the California Early Earthquake Warning (CEEW).
The Auditor-Controller-Treasurer-Tax-Collector maintains a separate CalOES-130 designation for FEMA Public Assistance for federally declared disasters. ACTTC recommends the designation for disaster-related Public Assistance be maintained separately.
