Approve Community Investment Fund grant awards and Authorize the County Administrator, or designee, to execute an agreement with the following entities for a Community Investment Fund Grant for FY 22-23: 10,000 Degrees, $1,000; Agricultural Community Events Farmers Markets, $2,000; Boys & Girls Clubs  of Sonoma-Marin, $2,500; Center for Volunteer & Nonprofit Leadership, $500; Children’s Museum of Sonoma County, $3,000; The Cotati Accordion Festival, $5,000; Cotati Chamber of Commerce, $2,000; Food for Thought, $1,000; Kid Scoop News, $500; North Coast Builders Exchange, $1,000; PEP Housing (dba Petaluma Ecumenical Properties), $1,000; Penngrove Social Firemen, $4,000; Sonoma Family Meals, $4,000; YWCA Sonoma County, $500. Executive Summary:

Local Events, Organizations, District Priorities Grants of the Community Investment Fund Policy provides grant allocations to each Supervisor, to be distributed at the Supervisor’s discretion. The Second District has reviewed the applications and wishes to recommend the following FY 22-23 grant awards:

1.)                     10,000 Degrees for expenses related to providing college access and success support to local youth including students from Petaluma High School and Casa Grande High School, grant award of $1,000;

2.)                     Agricultural Community Events Farmers Markets related to the promotion and production of the Cotati Shop & Stroll event, grant award of $2,000;

3.)                     Boys & Girls Clubs of Sonoma-Marin for expenses related to providing academic support, healthy lifestyle programs and character programs and services to low-income youth after school during the 2022-23 school year, grant award of $2,500;

4.)                     Center for Volunteer & Nonprofit Leadership for expenses related to promotion and production of the 3rd Annual Heart of Sonoma County, grant award of $500;

5.)                     Children’s Museum of Sonoma County for expenses related to four key programs: Family Access Membership, Museums for All program, Half-Price Admission option, and Access for School Kids, grant award of $3,000;

6.)                     The Cotati Accordion Festival for expenses related to the promotion and production of the 32nd Annual Festival, grant award of $5,000;

7.)                     Cotati Chamber of Commerce for expenses related to the promotion and production of Cotati’s Music Festival, grant award of $2,000;

8.)                     Food for Thought for expenses related to the Bags of Love Program at Petaluma Health Center serving unhoused residents, grant award of $1,000;

9.)                     Kid Scoop News for expenses related to the support and distribution of the monthly publication to students in Title One schools, grant award of $500;

10.)                     North Coast Builders Exchange for expenses and program supplies related to providing CPR/First aid training to students enrolled in the North Bay Construction Corps program including students from Casa Grande High School, Rancho Cotati High School and Headwaters Academy, grant award of $1,000;

11.)                     PEP Housing (dba Petaluma Ecumenical Properties) for expenses related to marketing and promotion of annual fundraising gala, grant award of $1,000;

12.)                     Penngrove Social Firemen for expenses related to marketing and advertising for the annual Parade of Lights, the 100 Year Celebration, and the annual 4th of July parade, grant award of $4,000;

13.)                     Sonoma Family Meals for expenses and program supplies used for providing nutritious, balanced meals for approximately 500 Petaluma residents every week, grant award of $4,000; and

14.)                     YWCA Sonoma County for expenses related to Domestic Violence Awareness month, grant award of $500.

 

Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.

 

Discussion:

The Sonoma County Community Investment Fund grant program utilizes a portion of the Transient Occupancy Tax (TOT) to encourage economic development, community engagement, enhance culture through a variety of grant award and funding avenues. The program provides various grants to community non-profits for advertising and economic development, events and the county as a visitor destination with the goal of advancing economic growth through tourism. Additionally, the program provides grants to address impacts on safety due to tourism and to enhance community services throughout the county. The program provides funding to the Regional Parks Department as well as the Economic Development Department and a number of other county department activities, all with the focus of supporting the community’s recovery efforts.

 

The Community Investment Fund Policy is divided into different categories. The Board established the Local Events, Organizations, District Priorities category to fund local events that will support businesses, enhance culture, and organizations that provide a benefit to the community. The Board may award funding to County Department to fulfill Supervisorial District priorities. Funding for these events and organizations is provided at the discretion of each district. Events and organizations make requests throughout the year to the Supervisorial District in which their event/organization exists.

 

Funds will be distributed upon approval of these awards by the Board of Supervisors and execution of the Community Investment Fund grant agreement (contract) by the entity. The contracts will be executed by the County Administrator, or designee. The contracts will require the County seal on promotional materials produced using the grant award.

 

Activities performed utilizing Community Investment Program funds provide public benefits that serve important community needs under Government Code Section 26227.
